Job Summary: The Greater Los Angeles Healthcare System is recruiting for a Equal Employment Manager (EEO) in Service under the Office of the Medical Center Director. The incumbent serves as the principal advisor in the area of Equal Employment Opportunity. Relocation/Recruitment Incentives: Authorized for highly qualified applicants

Major Duties:

  • Recruit and hire subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines. Integrate activities of the office into the overall programs and takes actions, as necessary, to make the office a positive contributor to accomplishment of the VA's mission. Responsible for equal opportunity for all employees supervised, ensuring fair and equitable practices in the selection of employees for training, promotions, awards and recognition, and for other career development opportunities. Develop and conduct facility-wide analyses of EEO-related issues and programs, including reviewing systemic problems within the facility Develop strategies for handling discrimination complaints; investigate discriminatory practices; develop and implement EEO program policies to address and resolve discriminatory barriers for various SEPs. Responsible for developing, planning, directing, coordinating, reviewing, monitoring, evaluating and updating EEO program activities Develop facility-level EEO procedures and policies and assess policies for effectiveness. Serve as technical advisor to the facility's EEO Committee and establishes and implements an effective recognition program for those who make a significant contribution to members of the Facility's Federal EEO Committee. Serve to improve the representation of minorities, the disabled, and women, and other Special Emphasis groups in the workforce; and reduces or eliminates potential complaints of discrimination. Develop an ADR Program, which is any procedure or combinat10n or procedures voluntarily used to resolve issues in controversy without the need to resort to litigation. Conduct mandated "New Employee Orientation of the Prevention of Workplace Harassment" for all newly hired employees and ensures that all employees receive refresher training on "Prevention of Workplace Harassment" every 2 years. Arranges for the proper training and provides leadership and administrative supervision to equal employment opportunity advisory committees, equal employment opportunity technical assistants, and other specifically designated equal employment opportunity staff personnel involved in the planning, counseling, investigative, personnel, and legal aspects of equal employment opportunity. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
