SUMMARY
This position is responsible for air-related environmental compliance primarily at the Lake Charles North and/or South Plants and provides technical support for operations and engineering activities. Technical support may include compliance with all necessary regulatory permitting, operations, record keeping, reporting, and statutory/regulatory agency requests. The environmental specialist is responsible for supporting the Environmental Team in developing and implementing proactive management systems, checks and balances, and other necessary systems to ensure effective environmental compliance. The environmental specialist is required to effectively interact with other department managers, and regulatory officials in a manner that sets a positive image for the Environmental Department as well as the Company.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
Regulatory Requirements: Ensures day to day compliance with applicable environmental regulations. Assists in preparing compliance calendars, permit requirement summaries, and compliance checklists. Assists with gathering monitoring data and reasonable inquiry submissions (Title V) and Periodic Monitoring data – follow up with operations to address gaps. Helps review Title V data / Permit for accuracy and completeness and provide review for quality, as appropriate and where applicable.
Assists or has primary responsibility for required agency reporting
Provides technical support to the Complex for Corrective actions/Recommendations for spills and releases.
Supports Operations and Regional HSE Business Unit Partners to analyze, review and report status of compliance monthly.
Collaborates with Site Sustainability team on key CO2, energy, waste, and water reduction initiatives.
Responsible for management of and/or compilation/analysis of environmental site metrics and communicating via Dashboard and monthly/quarterly submittals.
Serves as a multimedia reviewer for project AFEs and MOCs as needed.
Manages/oversees training required by Environmental permits or regulations, including development of environmental training content and conducting training around air regulations.
Maintains active voluntary participation in representing Westlake’s concerns on recognized industry task forces/advisory committees, as well as through public awareness/education.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
Bachelor’s degree in Engineering, Environmental Science or related field preferred.
5 years’ experience with environmental compliance responsibilities preferred
Permitting experience (Title V, NPDES, RCRA) preferred
Ability to handle multiple tasks simultaneously, achieving results on time and ability to influence/negotiate with others at various levels of the organization and with regulatory agencies.
Ability to work effectively with operations, technical and maintenance personnel and to positively interact with other environmental professionals and the business to maximize results.
Ability to take initiative, self-manage, identify what is needed and take effective action to bring about change and lead/implement change while maintaining Westlake’s core values.
Successful candidates must satisfy background screening, including motor vehicle record screening, drug testing & pre-employment physical requirements before starting work.
A current, valid Transportation Worker Identification Credential (TWIC) card is required.

While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
