Job Summary: This vacancy is for a GS-0301-12, Environmental Response Supervisory Program Specialist (Watch Team) located in the Department of Homeland Security, U.S. Coast Guard, Coast Guard National Response Center in Washington, District of Columbia.

Major Duties:

  • You will serve as a Environmental Response Supervisory Program Specialist (Watch Team) and be responsible for the operations of the National Response Center (NRC) and NRC Director concerning provisions of technical assistance, scheduling and support related to Watchstander personnel in support of the National Response System (NRS). You will oversee fifteen (15) call center positions and direct efforts aimed toward enhancing notification procedures and identifying technical support activities in support of federal response efforts. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Planning work to be accomplished by subordinates, setting and adjusting short-term priorities, preparing schedules for completion of work, setting goals, assigning actionable items and deadlines to Watchstanders. Finding ways to improve production or increase the quality of the work directed by performing quality control on calls and reports to ensure the NRC is generating high quality products and ensuring work aligns with unit policy and requirements. Assisting the Duty Officers with handling calls. Analyzing and adapting the NRC report-taking process to accommodate new laws and regulations, and provide input to congressional inquiries, ensuring the NRC meets all congressional mandates. Communicating IT maintenance or issues between the IT Staff, Operations Officer, and watch personnel. This position requires successful completion of the NRC Duty Officer Qualification board.

Qualifications: To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Environmental Response Knowledge - Specialized knowledge of the principles and practices related to environmental response, maritime security, cyber security, and railroad incident response coordination and regulations. Watch Program Analysis - Analyzing and measuring the effectiveness, efficiency, and productivity of administrative or Federal laws and regulations, documentation and reporting requirements for the NRC Watch Operations Call Center Oversight - Managing call center phone accounts, identifying and troubleshooting phone system issues, and ensuring the call recording system is working correctly by coordinating with the phone system support team. Team Leadership - Representing the team in dealings with the Supervisor or leadership for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. Training and Quality Control - Training or arranging for the training of personnel in methods and techniques of team building and working to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
