POSITION SUMMARY:
This position will serve as an Environmental Manager – Waste and Water Programs, at the Galveston Bay Refinery (GBR) and South Houston Green Power (SHGP), and report directly to the Environmental Manager. This position will support development and implementation of environmental policies, strategies, programs, and procedures for GBR and SHGP. This position has 5 direct report employees.
KEY RESPONSIBILITIES:
Oversee the implementation of environmental waste and water programs to ensure compliance with regulatory requirements and company policies. Programs include but are not limited to:
RCRA (Large Quantity Generator) waste management and environmental oversight of RCRA Land Treatment Facility, Thermal Desorption Unit Facility, and Underground Injection Control Facility.
BWON, NSPS QQQ, and Texas HRVOC regulations related to wastewater air emissions.
NPDES permitting and compliance for two wastewater treatment plants and stormwater management. Ground and Surface Water Use, as well as Potable Water programs.
Spill Prevent Control and Countermeasures (SPCC), Groundwater Remediation, Remediation MACT (GGGGG), and spill clean-up.
Develop compliance strategies for environmental regulations, project permitting activities, and emerging regulations. Identifies areas in which capital improvements may be needed to achieve, restore, or enhance compliance.
Provide timely and accurate counsel to Operations, Engineering, Technical Services, and Maintenance on environmental matters impacting GBR and SHGP.
Provide staff with technical guidance, training, and mentoring on environmental programs to ensure compliance, teamwork, and knowledge management transfer. Fill in for staff as needed.
Foster relationships between the environmental department and other refinery departments to assist in championing permitting and compliance.
Engage in industry and trade organizations and regulatory agency committees related to waste and water permitting and compliance. Act on behalf of the refinery, in discussions and negotiations with the EPA and state environmental agencies.
Keep up to date on the latest Federal, State, and Local environmental laws and regulations; perform regulatory impact studies/reviews to ensure the refinery responds appropriately.
Manage annual and midyear budgets including cost for personnel, equipment, training, projects, consultants, contractors, and miscellaneous expenses for Environmental Manager review and approval. Track and react to monthly budget results.
Responsible for implementation of auditing programs, development of corrective actions, and ensuring corrective actions are timely. These include Corporate, State, Federal and self-audits.
EDUCATION AND EXPERIENCE:
Minimum (Required) Qualifications
Bachelor’s degree required in Health, Environmental, Safety related field, engineering, or advanced degree.
Eight (8) years of relevant experience.
A Valid Driver's License is required.
Preferred Qualifications
Experience with environmental compliance programs for the programs listed under Key Responsibilities.
Refining or Chemical Plant experience.
