Enterprise IT Strategist

We are seeking an IT Strategist / Product Strategist to help shape and advance enterprise technology strategy in a complex, mission-driven environment. This role supports large-scale planning and transformation efforts where business priorities, policy requirements, stakeholder needs, and operational realities must be translated into a coherent path forward.


This individual will lead development of strategic roadmaps, planning artifacts, and product-level direction that connect executive priorities to actionable work. The role operates at a strategic level, working across business and technology stakeholders to define priorities, frame decisions, and support execution through clear plans, analysis, and communications.


Job Location
Hybrid, with periodic onsite support as needed in Baltimore, Maryland.


What You’ll Be Doing
•    Lead development and refinement of enterprise IT strategy, roadmaps, and planning materials aligned to organizational priorities
•    Translate executive direction and mission needs into actionable plans, product strategies, and implementation pathways
•    Support strategic planning across multiple initiatives, including roadmap development, prioritization, and alignment of dependencies
•    Develop briefing materials, white papers, assessments, recommendations, and other strategic artifacts for leadership use
•    Coordinate with business owners, program teams, architects, and other stakeholders to align priorities across organizational boundaries
•    Support evaluation of emerging technologies, industry practices, and alternative approaches to inform decision-making
•    Contribute to communications and stakeholder engagement materials that reinforce strategy adoption and visibility
•    Help structure portfolio-level thinking around mission impact, strategic value, and execution feasibility


What You Must Have
•    Bachelor’s degree in information technology, business administration, management, or a related field
•    5+ years of experience providing strategic IT guidance, enterprise planning support, or product strategy support


Preferred Qualifications
•    Master’s degree in information technology, business, public administration, or a related field
•    PMP, PMI-ACP, SAFe or comparable project or product management certification

•    5+ years of experience developing strategic roadmaps, implementation plans, or enterprise planning artifacts for technology initiatives
•    3+ years of experience producing executive-facing materials such as briefing memos, white papers, recommendations, or strategic assessments
•    3+ years of experience supporting cross-functional initiatives involving both business and technology stakeholders
•    3+ years of experience supporting portfolio prioritization, initiative evaluation, or strategic decision support
•    Experience supporting initiatives with multiple workstreams, competing priorities, and executive visibility
•    3+ years of experience working in a federal environment or similarly regulated enterprise setting
•    2+ years of experience supporting stakeholder engagement, workshop facilitation, or structured requirements and information-gathering sessions
•    2+ years of experience evaluating emerging technologies, alternatives, or modernization approaches
•    2+ years of experience supporting CIO, enterprise strategy, or transformation office initiatives

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,649.00 - $152,404.00
