The Opportunity:

We are building and scaling the Learning Solutions division to drive enterprise capability and skills enablement to power CACI's growth strategy. 

This role is positioned as a strategic business-facing consultant. You will diagnose performance needs, translate capability priorities into scalable learning pathways, and ensure CACI invests in learning solutions that drive measurable business outcomes. You own build vs. buy recommendations, define solution blueprints, and partner with SMEs, CoPs, and governance teams to ensure alignment with enterprise standards. You also ensure that learning solutions are tied explicitly to business KPIs, reinforcing Learning Solutions as a strategic capability partner.   As the organization scales, this role is expected to evolve into a people leader, building and coaching a small team responsible for capability consulting and solution activation across the enterprise. This trajectory allows the role to shape how capability enablement operates at CACI — from defining standards to guiding future team members as the function matures.


Responsibilities:

  • Partner with business leaders to understand strategic roadmaps and identify where capability building drives business outcomes. 
  • Conduct performance analysis to identify root causes and translate business goals into clear capability and skill priorities.  
  • Lead the intake and triage process and create solution blueprints aligned with governance, standards, and service levels.  
  • Recommend build vs. buy approaches with clear rationale; advise when training is not the appropriate solution and connect with appropriate internal resources.  
  • Contract with business sponsors to define outcomes, roles, expectations, ownership, measurement requirements and sustainable implementation plans.  
  • Partner with instructional design, Talent Development, CoPs, and Academies to ensure solution quality and alignment.  
  • Lead train-the-trainer activities,  support solution readiness and enable sustainable implementation plans.  
  • Track and report on enablement outcomes, linking them to business KPIs (e.g., delivery quality, certification attainment, productivity, performance improvements).  
  • (Future) As the function grows, support onboarding, coaching, and informal leadership of new team members to prepare for formal management responsibilities.


Qualifications:

Required: 

  • Bachelor’s degree; 10+ years in L&D consulting, capability enablement, or workforce development. 
  • Demonstrated mastery in solution consulting and capability design.  
  • Strong analytical skills to diagnose performance gaps and identify skill-based solutions.  
  • Proven ability to consult directly with senior leaders and challenge assumptions constructively.  
  • Expertise in Adult Learning Theory, ADDIE, and evaluation models (e.g., Kirkpatrick).  
  • Strong facilitation skills and ability to influence across business lines and functions.  
  • Ability to operate independently in a high-visibility IC role and experience building and leading teams.


Desired:

  • Experience with skills-based workforce planning and talent intelligence platforms (e.g., Eightfold).  
  • Experience working in a large, matrixed environment supporting enterprise initiatives.  
  • PMP or Prosci Change Management certification.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$109,800 - $241,600
