Job Summary: This position is located within Engineering Service at the South Texas Veterans Health Care System (STVHCS) in San Antonio, TX. Duties may be performed at the Kerrville Division campus in Kerrville, TX. The primary function of this position is to assist in the administration of the projects and construction program.

Major Duties:

  • ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** MAJOR DUTIES: Responsible for inspecting and overseeing and supervising complex projects from inception to final acceptance. Prepares engineering estimates for construction projects and equipment installation projects and prepares documents for pre-bid conferences. Serves as the contracting officer's technical representative on construction projects correspondence with contractors and other personnel regarding construction requirements, utility outages, and vacating areas for construction. Inspects and evaluate assigned construction projects to ensure contractor compliance with plans, specifications, and phasing. Makes independent determinations on payments to contractors for work completed. Provides for complete coordination of assigned construction projects between facility and construction activities. Prepares electrical, plumbing, HVAC, utility systems, mechanical, pneumatic, civil, and structural designs and layouts complete with specifications, scope of work and cost estimates. Reviews, approves and disapproves shop drawings and designs submitted and prepared by contracting firms for compliance with contract specifications. Reviews technical submissions from consultant engineers for compliance with project missions. Prepares broad and complex architectural, electrical, civil, plumbing, and heating and air-conditioning drawings to constitute a legal contract for construction work. Details the drawings and makes decisions in calculations, checks and analyzes submitted drawings of contractors for completeness, correctness and compliance with specifications and/or contract drawings updates, and verifies existing Medical Center record drawings. Designs automated drawing and data file structure. Digitizes drawings and data into computer-aided PC and drafting and design (CAD). Independently writes technical specifications for construction of building systems and alterations, roads, sewer, drainage, electrical, plumbing, HVAC, and hospital, medical gases, etc. Performs other related duties as assigned. Qualifications: In order to qualify at the GS-11 grade level, you must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-8) in the Federal service that provided the particular knowledge, skills and abilities required to successfully perform the duties of the position to be filled (Engineering Technician). Specialized experience is experience applying engineering technician principles in support of building and construction projects, such as facility planning, project design, cost estimation, and/or project management; reviewing plans and specifications; performing technical analyses; and supporting project execution. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) - OR- EDUCATION: Two full years of graduate education or a master's degree that is directly related to the work of the position (Engineering Technician).
