Job Summary: You will serve as an Engineering Technician in the Naval Facilities Engineering Command within the Capital Improvements Business Line. This position is located at an Echelon IV or Echelon III command.

Major Duties:

  • You will assist the Field Engineering Technicians and the FEAD/ROICC by initiating and promulgating technical training programs and procedures and providing feedback on technical issues within the team.
  • You will provide technical advice and training to the Team in matters of construction management, quality assurance, testing of critical systems, and safety.
  • You will develop and champion innovative processes to streamline work and submit them via the Business Management System (BMS) Corrective Action Request (CAR) process.
  • You will be responsible for teaching the USACE and NAVFAC joint sponsored Construction Quality Management for Contractors course to both contractor and government personnel.
  • You will ensure administration of the Construction Quality Management program on all projects and provide construction contract technical support to the on-site management team.
  • You will participate in Partnering sessions, depending on the nature and scope of the construction contract.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinate facility services and scheduling with Project Managers to ensure customer requirements are met; 2) Maintain architectural and engineering design criteria to maintain operational effectiveness and efficiency of facilities; 3) Evaluate projects to determine the most applicable and economical approach to meet the project requirements for the facility; and 4) Administer technical design assistance to tenant and user activities on facility engineering and construction criteria to ensure requirements are met. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demand Work is sedentary in nature, with physical activity during field surveys and construction site visits. Air and automobile travel will be required. The position requires long periods of sitting in meetings, intense concentration and working under time constraints. Field visits may involve entry by climbing, walking onto elevated structures, walking over rough, uneven and rocky surfaces, into foundation spaces and into buildings under construction. Work Environment The work involves moderate risks and discomforts that require special safety precautions, e.g., working around moving parts, carts, or machines; exposure to irritant chemicals. You may be required to use protective clothing and gear, such as hard hats, masks, coats, boots, goggles, gloves, fall protection, etc. The work is performed at the construction site, as well as in the office, with regular recurring visits to building sites. Travel by air is required for training, meetings, or to support the needs of the Command. Reassignments within the commuting area will be required as the workload is reduced at one site and increased at another.
