HOURS OF WORK: 4/10's, 7:00 a.m. - 6:00 p.m., M-Th

The ideal candidate will know how to read and interpret civil engineering drawings; possess or have the ability to obtain a State of Nevada Division of Environmental Protection Distribution Operator in Training certificate within one year; demonstrate strong communication skills and the ability to respond to inquiries in a timely manner; and be able to manage different tasks efficiently while working independently and within a team.

INTRODUCTION: Human Resources will screen applications and supplemental questionnaires for minimum qualifications. Candidates possessing the minimum qualifications will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The successful candidate may be required to pass a job-related physical evaluation and drug test.

GENERAL PURPOSE

Under direction, performs advanced technical and paraprofessional plans examination duties in the review of engineering plans for water facilities and issuance of water commitments; meets with engineers, developers, contractors and other parties to review technical issues and required plan revisions/corrections; and performs related duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:

Standard principles, practices and methods of engineering design and construction applicable to a large complex potable water utility; engineering mathematics, including algebra, geometry and trigonometry; District Service rules and provisions applicable to the calculation of development fees; Uniform Design and Construction Standards, various building and fire codes and environmental regulations applicable to water facilities design and construction projects; the development and water commitment process; permitting requirements and approval processes; methods of hydraulic analysis and modeling; methods and procedures for development of engineering design and construction specifications; terminology, methods, practices, techniques and nomenclature of civil, mechanical and/or electrical engineering drafting; digital data handling and reporting methods and software; design and operations of the District's distribution and transmission systems; applicable District operating policies and departmental work procedures and quality standards.

Ability to:

Perform highly technical plans examination duties that require gathering a variety of technical and complex data and analyses from multiple sources, performing engineering analyses and calculations, verifying the accuracy and completeness of plans and reaching sound accurate conclusions; read, understand and interpret engineering plans, drawings (including electrical schematics), specifications, maps and other technical materials applicable to the work; operate and use a variety of field test and data collection equipment to obtain highly accurate data; utilize GIS and other engineering/facilities databases to obtain information required for the work; utilize computers and a variety of District databases to track and document plan review processes; communicate effectively both orally and in writing, using clear and concise technical language; perform highly detailed work thoroughly, neatly and accurately; develop and maintain effective working relationships with District staff, design engineers, developers, contractors, representatives of other utilities and governmental agencies, property owners and others encountered in the course of work.

Training and Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is an Associate's degree in civil engineering, engineering mathematics, land survey or a closely related field; and six years of progressively responsible sub-professional engineering experience; or an equivalent combination of training and experience. A degree in engineering from an accredited engineering school may be substituted for the required experience.

An Engineering Plans Examiner I may be considered for advancement to Engineering Plans Examiner II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Director, Human Resources and are described in a separate document.

Typically, an Engineering Plans Examiner I is expected to be capable of meeting the proficiency criteria within a two-year period, depending on an individual's education and prior experience and progression in performing the full range of Engineering Plans Examiner II duties as described in the established performance criteria.

Licenses; Certificates; Special Requirements:

A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.

State of Nevada Division of Environmental Protection Distribution Operator in Training certificate within 12 months of hire;  

State of Nevada Division of Environmental Protection Distribution Operator's  Grade I required to flex.
