Position Overview
KBR is seeking an Engineering Manager to oversee the Sustaining Engineering department supporting the Range Operations Contracts. The Engineering Manager is responsible for the full lifecycle management of more than 230 range instrumentation systems supporting NASA missions at Wallops Flight Facility. This role ensures that all range assets deliver optimized value, cost efficiency, performance, availability, and reliability to enable low‑risk and low‑cost mission execution. The Engineering Manager serves as the contract’s Technical Authority for engineering, sustainment, and maintenance activities.
Key Responsibilities
- Lead all aspects of lifecycle management for range instrumentation systems, including sustainment, maintenance, upgrades, capital improvements, acquisitions, and disposal projects.
- Supervise and direct a cross‑functional team, including:
- Maintenance Management Team
- Software Assurance Team
- Asset Planners
- Sustaining Engineers
- IT Security Team
- Ensure range readiness and system availability to support mission schedules and requirements.
- Oversee IT Security compliance and coordinate with NASA’s joint IT Security team.
- Manage project scope, cost controls, and workforce allocation for all engineering activities.
- Serve as the primary interface with NASA Range Management to manage the Range State of Health and support prioritization and budgeting of sustainment activities.
- Coordinate engineering work with the NASA Range Chief Engineer.
- Lead development of Task Order responses for all engineering and maintenance‑related activities.
- Manage and execute a ~$1M annual materials sustainment budget for Wallops and remote sites in Alaska and Bermuda.
- Participate in program review boards as a senior management representative.
- Ensure all department projects and tasks comply with contractual, procedural, and quality requirements.
- Provide daily guidance, set performance goals, and establish priorities for the engineering team.
- Ensure workforce readiness by overseeing training and professional development for all assigned staff.
Qualifications
- Bachelor’s degree required; Master’s degree preferred. A Master’s degree may be considered in lieu of a portion of the required experience.
- 10 years of engineering, systems sustainment, or technical program management experience.
- System Reliability certification (such as CRL or CMRP) highly desired.
- Experience developing contract documents including SOW, RFI, RFP, as well as experience responding to RFPs.
- Proven experience managing complex technical teams and large engineering portfolios.
- Knowledge of NASA range systems, aerospace ground systems, or similar mission‑critical environments strongly preferred.
- Experience with lifecycle management, systems engineering, and IT security compliance.
- Strong leadership, communication, and customer‑facing skills.
- Ability to manage budgets, prioritize technical work, and execute multiple concurrent projects.
