Salary Range: $142452 - $197200 Per Year

Job Summary: You will serve as a ENGINEER or SCIENTIST in the Naval Sea Systems Command (NAVSEA) Warfare Centers International and Security Assistance Programs Department of NAVAL SURFACE WARFARE CENTER CMD. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Major Duties:

  • You will serve as the technical lead of Naval Sea Systems Command (NAVSEA) Warfare Centers International and Security Assistance Programs and provide coordination for all international activities within the Warfare Centers.
  • You will serve as the Principal Advisor to the Chief Technology Officer (CTO), as well as the Commander and Executive Director of the NAVSEA Warfare Centers.
  • You will be the subject matter expert on all matters pertaining to planning, development, analysis/evaluation and execution of International Cooperation Agreements (ICA) within the Warfare Centers.
  • You will provide detailed knowledge and insight to the extensive NAVSEA Warfare Centers portfolio that includes international agreements, international engagements, international policy process, and export control.
  • You will direct all international matters including Information Exchange Agreements (IEA)/Data Exchange Agreements (DEA) for Science and Technology, Cooperative Program and Project Arrangements.
  • You will provide international training/mentoring for staff on Concept of Operations (CONOPS) and Technical Transfer Controls.

Qualifications: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist leading teams and working collaboratively with foreign partners to provide research and development technical expertise in undersea, surface, mine warfare for executing international agreements or arrangements for compliance with the International Armament Cooperation policies and processes.
