Provides engineering design, orders equipment and coordinates the construction of expense and capital projects as assigned.  Ensures projects meet scope, cost and schedule requirements.  Provides engineering support to the maintenance organization to allow the plant to meet its cost and production goals. Perform the primary thinking encompassed by this job description. Comply with all Company policies and procedures. Fully support Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on project teams

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Be proficient with SIS and SIF calculations – obtain all pertinent IEC 61511 certifications

  • Develop and improve sitewide safety validation plans per IEC 61511

  • Lead/Monitor SIS and Safety Critical Instruments PMs in SAP

  • Work with DCS analysts, I/E techs and operations to perform safety validation and update the SAP and other related documentation

  • Coach operation, production engineers, I/E techs and other stakeholders about IEC-61511 safety standards

  • Participates in PHA/LOPA and RCA investigations as required

  • Provides a detailed design in accordance with good instrumentation engineering and safety practices, government regulation, specifications, applicable codes and underwriter requirements.

  • Inspects new instrumentation for quality and conformance to Westlake specification and update SAP and SPI database

  • Set site standardization for Instrumentation, approve all purchases to ensure meets sites specs

  • Maintains Westlake instrumentation design and installation specification document.

  • Directs Draftsmen, checks drawings and submits for approval.

  • Coordinates field installation, inspects and accepts work per Westlake instrumentation design and installation standards.

  • Lead/track Instrumentation Reliability issues and propose solutions, provides engineering consultation and technical guidance as required by Maintenance and Production.

  • Oversee site Instrumentation Criticality Rankings and Inspection Testing and Preventative Maintenance plans.

  • Review/update all CapEx instrumentation needs.

  • This position may be required to drive company vehicles from time to time.

  • Contributes to creating and maintaining a favorable plant image by encouraging positive relations with employees and the community, encouraging maximum safety efforts and maintaining ethical practices in the plant.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • B.S. Degree in Engineering, preferable in Chemical or Electrical Engineering

  • Minimum 5 yrs. engineering design experience and/or chemical or petrochemical plant experience.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear.  The employee is occasionally required to stoop, kneel, or crouch.  Employee may be required to use stairs/elevators and have the ability to occasionally work at elevated heights.  The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Additionally, this position must take general decisions requiring judgement and perform activities requiring sustained concentration.

 

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as normally based in an office.  Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, FRC (flame retardant clothing) etc.  May also result in exposure to outside elements and may require usage of stairs and elevators.  Travel including air travel or auto travel may occasionally be required.
