Job Summary: You will serve as an ENGINEER in the 652 - Submarine and Undersea Vehicle Structures Branch of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Major Duties:

  • You will serve as the recognized expert and spokesperson for assigned knowledge areas (CD 15.02 R/D Sub Pressure Hull Structure, CD 15.03 Experimental Model D/T of Pressure Vessels), providing technical guidance, oversight, and strategic direction.
  • You will oversee knowledge area management plans, including annual capability assessments, manpower capacity reviews, and the development of quality management guidelines and standard operating procedures.
  • You will act as the NAVSEA technical authority for specific assigned tasks related to the assigned knowledge areas.
  • You will review technical reports, letters, and work products, ensuring technical accuracy and quality.
  • You will execute, review, and provide guidance for technical tasks, work products, and reports aligned with the assigned knowledge area, such as design support, criteria/ tool development, numerical/experimental studies, and physical model testing.
  • You will direct and manage large-scale technical projects in the assigned knowledge area, ensuring alignment with sponsor objectives.
  • You will review technical project plans to ensure successful achievement of technical objectives.
  • You will identify and secure funded tasking that meets the technical and financial needs of the knowledge areas.
  • You will manage inputs to proposals and funding opportunities.
  • You will develop consistent external messaging for assigned knowledge areas.
  • You will cultivate partnerships with other organizations to enhance technical engagement and opportunities.
  • You will sustain strong customer relationships to understand technical and political drivers.
  • You will mentor and coach engineers assigned to the knowledge areas, providing technical and career development guidance.
  • You will develop and execute training plans to enhance expertise within the knowledge areas.
  • You will maintain awareness of the current state-of-the-art in submarine structures through technical engagements.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 or GS-12/13 level in the Federal service, independently performing and reviewing structural analysis of submarine structures, such as pressure hull shells and frames, bulkheads and tanks, using analytical calculations and finite element analysis (FEA); leading the design and execution of experimental tests for submarine structures, which includes developing instrumentation plans and analyzing test data; communicating technical information to Navy leadership related to the design, evaluation, and certification of submarine structure through technical documentation and oral presentations; and executing structural engineering evaluations through the systematic application of submarine design processes, material science principles, and the interpretation of welding and non-destructive testing results.
