Department Overview
This department is dedicated to HR (recruitment, training & development, performance evaluation, labor relations, HRBP) specifically for the mobile business organizations of three entities: Rakuten Mobile, Inc., Rakuten Total Solutions, Inc., and Rakuten Symphony, Inc. While collaborating with Rakuten Group headquarters, this unique environment allows for end-to-end experience, leveraging the characteristics of each company, from addressing HR challenges specific to the mobile business environment (mobile market, retail store operations, global development environment, and talent composition) to planning and implementing solutions, managing operations, and fostering workplace communication.
We organize our teams by HR domain—recruitment, training & development, performance evaluation, labor relations, and HRBP. We facilitate cross-organizational collaboration, mutual understanding through study groups and closing meetings, and career-aligned reassignments. As the HR department overseeing the mobile business, we work daily with a strong sense of unity.
As an organization specializing in labor relations, you will join a team responsible for overall labor management (health and safety, policy revisions, welfare, labor dispute resolution) and responding to various administrative bodies such as the Labor Standards Inspection Office, in collaboration with the payroll, attendance, and social insurance teams. Despite the diverse operations, each individual is highly conscious and committed to achieving efficiency and higher added value.

Position Details
This environment offers the opportunity to challenge yourself with problem-solving and initiatives aimed at improving and advancing existing operations, rather than simply acting as an operator. You will collaborate with HRBPs to understand the conditions and challenges of each company and organization, then consider and execute measures. As many activities are project-based, you can also gain experience in project management and project leadership.

Employee Relations Related Organizations
Our team of mid-career hires is composed of diverse talent, including members with extensive HR experience within the Rakuten Group and members holding national certification as social insurance and labor consultants. We also have new graduates from multiple years, who are leveraging their Rakuten Group internal networks at various career stages.
Mandatory Qualifications:
-Individuals with several years of experience in HR and labor relations, and foundational knowledge of the Labor Standards Act and Labor Contract Act. (For second-year new graduates, the team will support.)
-Proficiency in Excel (Pivot tables, VLOOKUP functions, basic arithmetic functions, etc.)
-Industry experience is not a requirement.
Desired Qualifications
-English proficiency (ability to read documents, give presentations)
-Qualified in labor relations (e.g., Certified Social Insurance and Labor Consultant)
-Experience in payroll, social insurance, or attendance management
