Job Summary: Make an impact while you learn. The Semester of Service Program gives students a volunteer, project-based opportunity to support real Federal missions, gaining hands-on experience and career-ready skills. Students must be enrolled at least half-time in an accredited institution with permission to participate. In this project, you'll support a policy implementation based project.

Major Duties:

  • The government-wide "Semester of Service" Student Volunteer Program, as authorized under 5 U.S.C §31114 and 5 CFR Part 308, enables Federal agencies to engage students in unpaid, project-based assignments of limited duration. These assignments are designed to align with each agency's strategic priorities, offering participants practical experience within Federal operations while supporting the advancement of targeted initiatives. The Employee Benefits Security Administration (EBSA) seeks two Summer of Service student volunteers to assist with planning the launch of a new grant program to encourage employee ownership programs in the States. EBSA's Division of Employee Ownership (DEO) is a new division focused on creating a new $2 million grant program, which could grow in the future. The launch of this program is a unique project that will give student volunteers insight into how a growing number of government agencies at the state, local, and federal level are promoting employee ownership and employee participation in the workplace. During the summer of 2026, student volunteers will develop draft outreach and evaluation plans for the grant program and help DEO conduct outreach to States to encourage them to apply for grants. Student volunteers can also contribute to the development of an Employee Ownership Starter Pack for states that are new to employee ownership. In order to be eligible for this opportunity you must be able to obtain academic credit from your institution OR a third-party stipend of at least $15.00 per hour or higher if the locality you are selected for has a higher minimum wage than $15.00.

Specifically, applicants should demonstrate: Ability to analyze and summarize data and information Strong writing skills Proficiency with Microsoft Office (Word, Excel, PowerPoint and Outlook) Ability to manage multiple assignments, projects and/or initiatives and meet deadlines Excellent interpersonal and teamwork skills This opportunity would be a good fit for students in masters programs (such as MBA, MPA, MPP, MA, labor relations, or economic/community development degrees) or rising senior undergraduate student with interest in public service, public policy, economic and workforce development, or employee ownership.
