Emergency Management Specialist III

US-CO-Grand Junction Full time

OBJECTIVE:

Utilizes technical knowledge and experience to support the development and implementation of Emergency Management (EM) plans, procedures, and policy in accordance with DOE Orders and Directives. Performs all levels of technical work focused on planning, developing, appraising, and implementing a compliant Emergency Management program.

ESSENTIAL DUTIES/RESPONSIBILITIES:

1.Review and recommend updates to Emergency Management (EM) policies, plans, and procedures, to comply with DOE Orders, Code of Federal Regulations (CFR), corrective action plans, and Internal Legacy Management requirements.

2.Access and utilize DOE Emergency Communications Network and Emergency Operations Center (EOC) equipment as required by relevant procedures or direction.

3.Commensurate with experience and training, work as a member of the Emergency Response Organization (ERO) within the EOC, including the highly independent position of Emergency Management Duty Officer.

4.Review and provide input for the All Hazards Survey, Emergency Management Plan and associated Emergency Management plans and procedures.

5.Develop, maintain, and deliver EM training, develop, and conduct EM drills, including preparation of drill summary reports.

6.Develop, conduct and evaluate the annual exercise including the development of the After Action Report (AAR) and Corrective Action Plan (CAP).

7.Prepare and coordinate readiness evaluations and assessment reports of a highly complex technical level with general direction to ensure program success and compliance within applicable DOE and other external agency requirements.

8.Complete assigned corrective actions through successful closure of issues management system actions, and other formal action tracking systems.

9.Provide input for Internal and External assessments, department reports and Key Performance Indicators.

10.Ensure personal Safety and the safety of coworkers.

11.Other duties as assigned.

EDUCATION, LICENSE, CERTIFICATION, and EXPERIENCE

Minimum education, licenses, certifications (if any) and experience needed to perform the essential duties of this position.

Education:

Bachelor’s degree in emergency management, homeland security, business, or related field.

Experience:

Minimum 10 years DOE (Order 151.1D) Emergency Management experience. Any combination of DOE and general Emergency Management experience will be considered.

Licenses:

Valid Driver’s License

Certifications

No professional certification required. International Association of Emergency Management Certified Emergency Manager (CEM) preferred.

Travel: 15-20%

No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC): Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

2.Proficient with Microsoft Office Suite and/or similar technology platforms (e.g., Microsoft 365, PowerPoint, Excel, Microsoft Project, etc.)

3.Effective analytical, problem solving, and decision-making skills necessary to independently advise, resolve, recommend, and approve appropriate actions to implement solutions to complex or highly complex problems.

4.Experience conducting research, writing technical reports or papers, and presenting outcomes to diverse audiences.

5.Good written and oral communications skills, including strong proofing/editing.

Physical Activities:

Medium work: Work involves moving objects by exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an above-negligible amount and up to 10 pounds constantly. Physical demand requirements are in excess of those for light work.

SUPERVISORY RESPONSIBILITIES:

This position does not require any supervisor responsibilities.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $91,119.17 - $104,825.26(Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
