Job Summary: The position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Emergency and Security Branch. This position is responsible for managing and coordinating the full range of emergency management program activities throughout the OFO area of operations. This position is outside the bargaining unit.

Major Duties:

  • As an Emergency Management Specialist, you will be responsible for emergency management programs and work such as preparedness and response; training and exercises; activation and mobilization of resources; ongoing emergency and command operations; response and recovery operations; continuity planning and operations; communications; logistics; disease outbreaks; impacts to critical infrastructure that would impact Essential Functions; hazard risk assessment, effects, and classification; collaborating with stakeholders and partners. Major duties for this position include but are not limited to the following: Coordinate and manage emergency management programs, including preparedness, response, training, resource mobilization, command operations, recovery, continuity planning, communications, logistics, and hazard risk assessment. Administer emergency management activities and oversee regional hazard, weather, and safety leave procedures for regional and field locations. Develop, implement, evaluate, and update regional emergency management and preparedness plans, initiatives, and Continuity Program procedures. Create and revise procedures, guides, instructions, and publications to address new or updated security and operational requirements. Safeguard information, personnel, property, assets, and materials by conducting security-related work to prevent theft, loss, misuse, fraud, disclosure, espionage, or sabotage. Provide technical guidance and leadership in the development and implementation of physical security initiatives. Develop, maintain, and disseminate security policies, procedures, and related documents. Conduct facility and personnel security surveys and studies as needed.

Qualifications: Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-12. Qualifying specialized experience for this position includes the following, and applicants must demonstrate a minimum of 4 of 5 of the below: Experience developing and implementing emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats. Experience developing plans to ensure the serviced organizations have the capability to continue essential functions when normal operations are impacted. Experience managing plans, training, coordination of exercises to maintain preparedness of an organization. Experience providing coordination and assistance to serviced organizations to ensure the capability of continuing essential functions during any event or incident. Experience providing technical advice on preparedness and response activities associated with natural and/or man-made disasters.
