Job Summary: This position is located with Bonneville Power Administration, in Continuity of Operations and Emergency Management (NNC), Security and Continuity of Operations (NN), Chief Administrative Office (N). A successful candidate in the Emergency Management Specialist position will serve as a source of expert information and guidance on continuity of operations and emergency management.

Major Duties:

  • As an Emergency Management Specialist, you will: Provide policy consultation and direction, interpret various requirements and guidelines, and support the implementation of continuity program measures, including risk mitigation needs as prescribed by risk assessments of critical infrastructure assets. Establish and monitor operating continuity and emergency management programs to meet specific needs of the agency, covering a number of locations and a variety of situations. Participate in the development of a regularly tested incident response/recovery plan for all organizational elements, including exercises, and response/recovery test post-mortem procedures which ensure plan maintenance. Inspect and evaluate the effectiveness of continuity and emergency management programs for adequacy, efficiency, and need for improvement. Analyze continuity and emergency management practices and procedures, systems and controls, delegations of authority, operational methods, and organizational efficiency. Consult with operating personnel and other specialists to devise continuity and emergency management systems. Serve as a member of an Incident Management Team.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-11, in the Federal service. Specialized experience is defined as: 1) developing or executing continuity and/or emergency plans or exercises for an organization; 2) identifying gaps and recommending solutions to the continuity of emergency management programs; 3) developing emergency procedure policy and guidance to address a variety of emergency situations (e.g. radiological, industrial, natural, and national emergencies). "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
