Job Summary: This position is located in the Office of Mission Assurance (OMA), Emergency Management Division (EMD). The EMD focuses on comprehensive all-hazards Emergency Management (EM) and Continuity of Operations (COOP)/continuity of government preparedness using the National Incident Management System (NIMS) and the National Response Framework (NRF) principles.

Major Duties:

Incumbents typical work assignments may include the following: Serves as an Emergency Management Specialist for the EMD. Assists with the development, implementation, testing, evaluation, and maintenance of the Pentagon's Emergency Operations Plan in accordance with the Federal regulations. Contributes to plans that outline operating procedures to be used in response to disasters or emergencies, such as severe weather, acts of violence, hazardous materials incidents, and terrorist attacks, and in recovery from these events. Contributes with operational planning and coordination for special events and emergency incidents on the Pentagon Reservation. Performs duties as an assigned member of the Emergency Operations Center staff. Assists with emergency preparedness activities; contributes to deliberate, crisis, and consequence management planning products; and assists with the Agency's continuity of operations program as required. Assists with training, tests, and exercises for the Director, Administration and Management (DA&M) Enterprise on the Pentagon Reservation. Under the direction of others, corroborates with WHS and Pentagon Components on all-hazard emergency issues and programs. Assists with the organization, analysis, evaluation, and updating of emergency plans and procedures and emergency response guides. Assists with the readiness of facilities, testing and evaluation of equipment at the Pentagon, Raven Rock Mountain Complex, and NCR leased facilities to ensure the agency is operational and prepared in emergency situations.

Qualifications: In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to GS-11. 1) Assisting with all-hazard exercises in preparing and responding to emergency situations. 2) Facilitating with disaster planning and recovery efforts in an emergency situation in accordance with the applicable guidelines. 3) Collaborating in the development of emergency management policies and plans. OR I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (You must attach a copy of your transcripts with your application package.) OR I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
