Salary Range: $63795 - $99404 Per Year

Job Summary: This position is located in the Department of Agriculture, Farm Production and Conservation (FPAC), Homeland Security Division (HSD), Emergency Management (EM) Branch, Preparedness Section. The incumbent serves as an Emergency Management Specialist and performs tasks in support of assigned response program that is focused on facilitating response and recovery activities and providing emergency management subject-matter-expertise and support to FPAC Agency stakeholders and mission partners.

Major Duties:

  • Develops and maintains emergency management knowledge-management systems, including organizing, curating, and publishing continuity, preparedness, and incident-related information within the SharePoint environment.
  • Ensures enterprise-wide access, proper version control, and consistent operational guidance within the SharePoint environment.
  • Serves as a FPAC liaison on all USDA Office of Homeland Security and related initiatives such as the National Response Plan (NRP), National Infrastructure Protection Plan (NIPP) and USDA pandemic planning.
  • Provides comprehensive knowledge of emergency management programs.
  • Clarifies problems and identifies appropriate and suitable problem-solving tools and techniques.
  • Implements USDA and mission area guidance in accordance with directives.
  • Provides oversight and guidance for FPAC Occupant Emergency Plans (OEP).
  • Monitors readiness and preparedness of FPAC agencies and resources.
  • Assists in the planning and designing exercise scenarios using Homeland Security Exercise and Evaluation Program (HSEEP) principles that meet program objectives and provide measurable outcomes.
  • Performs other related duties as assigned.

Specialized Experience Requirement For the GS-11 grade level: You must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service or comparable experience not gained through Federal service. Specialized experience is defined as: supporting emergency management training and exercise programs within an all-hazards environment; assisting in the preparation, delivery, and evaluation of emergency management training and exercises; assisting in maintaining training and exercise records, tracking participation, documenting outcomes, and supporting after-action reporting processes. OR Education at the GS-11 grade level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience as listed above. For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in Federal service or comparable experience not gained through Federal service. Specialized experience is defined as: independently managing and executing emergency management training and exercise programs within an all-hazards framework; independently preparing, delivering, and evaluating emergency management training and exercises; independently researching, analyzing, and coordinating training and exercise requirements with internal agencies and interagency partners; experience participating in program and project planning initiatives, determining methodologies, developing approaches, and implementing solutions to enhance emergency preparedness, response, and continuity capabilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
