CACI’s Business and Information Technology Solutions (BITS) Sector is seeking an Emergency Communications Assistant Manager – Operations Lead, to support the Integrated Public Alert and Warning System (IPAWS) Technical Support Services and Training/Testing. Responsibilities:
Support FEMA IPAWS by providing integrated services to federal, state, local, tribal, and territorial (FSLTT) authorities to effectively alert and warn communities through multiple communication pathways.
Supervise a team of Emergency Communications Analysts that provide technical assistance and subject matter expertise to IPAWS Alerting Authorities, FSLTT entities, developers, and vendors through a 24/7 on-site operations support center.
Analyze and troubleshoot errant messages, issue Alerts on Behalf (AOB), and assist with technical inquiries.
Develop and maintain a 24/7 schedule for team of Emergency Communications Analysts.
Manage legacy alerting technologies while identifying and implementing emerging technologies to advance emergency communications. Develop and maintain standards of practices, system operations, IPAWS testing, and operating within sandbox environments.
Liaise with IPAWS personnel to identify cross-collaboration opportunities, communicate effectively, maintain a solution-oriented mindset, and drive issues to resolution.
Lead virtual and in-person training on emergency communication fundamentals, alert and warning processes, and the IPAWS ecosystem, ensuring audience comprehension.
Conduct demonstrations, briefings, and presentations at industry events, conferences, meetings, and working groups, including system integration, operation, and technical documentation.
Stay informed on public alert and warning policy, with the ability to assess and development requirements to present to leadership.
Operational Lead:
Produce operational documentation, including Standard Operating Procedures, professional correspondence, and publications.
Synthesize and report timely and accurate situational awareness regarding IPAWS related concerns to higher Leadership.
Identify areas for improvement of day-to-day operations and present solutions to leadership.
Travel up to 50% for work-related functions, training, and conferences.
Perform additional duties as assigned.
Qualifications:
Required:
BA/BS and a minimum of 3 years of relevant professional experience
Proficient with Microsoft Office 365 (required)
Ability to obtain a Public Trust Clearance
Travel (up to 50%) for work-related functions, training events, conferences, etc.
Experience in the areas of public safety, emergency preparedness, emergency management, risk communications, or emergency communications.
Experience managing projects and teams, developing and delivering training and/or exercises.
Characteristics/Skills include customer-service focused, innovative problem solver, detail-oriented, eagerness and willingness to learn, patient demeanor, tech-savvy, leadership mindset.
Advanced writing skills to craft briefing documents, situational reports, and emergency warnings.
Must be able to lift 50 lbs.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$70,800 - $148,600
