The Commute Manager is a key program leadership role supporting JLL's client, Amazon Global Real Estate & Facilities (GREF), within the EMEA region. Reporting directly to the EMEA Program Lead, this role sits within the program organisation and is responsible for the development, implementation, and ongoing oversight of commuter benefits programs across EMEA.
The Commute Manager directly line-manages the commuter benefits team across EMEA, providing strong people leadership, performance management, and program direction. Working in close partnership with the client's Commute Lead, this role is responsible for translating GREF's commute strategies into coordinated EMEA-wide programs, ensuring consistent rollout and execution at the geographic level.
The role combines strategic program management with operational oversight of vendor relationships, compliance, and data-driven program optimisation. It is not a 24/7 service management role; rather, it is a program-focused leadership position that shapes and delivers the commute agenda for Amazon GREF across EMEA, working through the team and in close collaboration with Geo-level stakeholders.
What this job involves
As a Commute Manager at JLL, you will be responsible for:
Team Leadership & Line Management
- Directly line-manage the EMEA commuter benefits team, providing clear direction, support, and accountability for individual and collective performance.
- Conduct regular one-to-ones, performance reviews, and structured development conversations with direct reports, fostering a culture of continuous improvement and high performance.
- Lead recruitment, onboarding, and retention of commuter benefits talent within the EMEA team, working in partnership with HR and the EMEA Program Lead.
- Act as the primary escalation point for commute program issues across EMEA, ensuring timely identification and resolution of challenges.
- Champion a positive, inclusive team culture that reflects JLL's values and Amazon GREF's expectations for professionalism, innovation, and service excellence.
- Cascade program direction, client priorities, and strategic objectives from the EMEA Program Lead and client Commute Lead down through the team.
- Support team members' professional development and career growth, identifying learning opportunities and building commute program capability across the function.
Client Partnership & Strategy Implementation
- Work closely and collaboratively with the client's Commute Lead, acting as the primary JLL point of contact for commute program strategy, planning, and delivery across EMEA.
- Translate Amazon GREF's global and regional commute strategies into actionable EMEA-wide program plans, ensuring alignment with client objectives, timelines, and expectations.
- Support the client Commute Lead in the development of new commute initiatives, policy frameworks, and benefit enhancements, providing operational insight and EMEA-specific expertise.
- Maintain a detailed understanding of the client's business, real estate portfolio, and employee commuting needs across EMEA, ensuring program design remains relevant and impactful.
- Represent JLL's commute program expertise in client meetings, workshops, and reviews, building credibility and trusted partnership with the client commute team.
- Proactively identify opportunities to enhance the commute program offer, bringing forward recommendations to the client that reflect market developments, employee feedback, and emerging best practice.
EMEA Program Management & Geo Coordination
- Own and drive the end-to-end management of commuter benefits programs across EMEA, ensuring programs are current, fit for purpose, and delivered in line with GREF requirements.
- Coordinate the rollout of EMEA-wide commute initiatives through the Geo teams, providing clear program guidance, tools, and support to ensure consistent implementation at the local level.
- Partner with Geo-level stakeholders to accommodate regional regulatory requirements, local commuting norms, and country-specific benefit structures within the broader EMEA program framework.
- Maintain a program governance approach that ensures all commuter benefit schemes are reviewed regularly, updated as required, and documented to a consistent standard.
- Ensure all standard operating procedures, policies, and program methodologies for commuter benefits are adhered to and remain fit for purpose across EMEA.
- Support the delivery of all regional commute initiatives and programs as directed by the EMEA Program Lead, contributing to EMEA-wide consistency and compliance.
- Follow and embed reporting frameworks, standard operating procedures, and program methodology in line with the regional consistent approach across the account.
- Ensure all Health & Safety and compliance obligations associated with commuter benefit schemes are upheld across EMEA, in line with applicable legislation and GREF requirements.
Vendor Management & Performance Oversight
- Manage relationships with commute benefit vendors and service providers across EMEA, ensuring delivery in line with contractual obligations, service level agreements, and GREF standards.
- Lead regular vendor review meetings, preparing performance scorecards and qualitative assessments that provide a clear picture of vendor contribution and areas for improvement.
- Oversee vendor onboarding, induction, and compliance processes, ensuring all providers meet JLL and Amazon GREF's requirements for safety, data handling, and service quality.
- Monitor vendor performance proactively, identifying trends, risks, and opportunities for improvement, and taking appropriate action to address underperformance.
- Manage vendor contracts and commercial relationships in collaboration with JLL's procurement and legal teams, ensuring value for money and contractual adherence.
- Act as the primary escalation point for vendor issues across EMEA, ensuring swift resolution and appropriate communication to the EMEA Program Lead and client where required.
- Drive continuous improvement in vendor management practices, fostering strong, collaborative partnerships that support the delivery of an outstanding commute program experience.
Data, Compliance & Program Optimisation
- Monitor and analyse commute program data across EMEA, using data-driven insights to identify trends, measure program effectiveness, and drive continuous improvement.
- Prepare and present regular program reports and management information to the EMEA Program Lead and client Commute Lead, providing clear visibility of performance, utilisation, and outcomes.
- Maintain accurate and up-to-date records of commuter benefit scheme data, utilisation, and compliance across EMEA, ensuring data integrity and appropriate governance.
- Utilise commute management platforms and tools to track program delivery, monitor usage patterns, and generate actionable insights that inform program decisions.
- Ensure commuter benefits programs across EMEA remain compliant with relevant local, regional, and national regulations, including tax treatment of commuter benefits, data protection requirements, and applicable transport legislation.
- Identify opportunities to optimise the commute program portfolio based on data trends, employee feedback, and benchmarking against industry best practice.
- Support the achievement of agreed program KPIs and financial targets, identifying opportunities to improve cost efficiency and value delivery without compromising the employee commute experience.
- Collaborate with all internal and external stakeholders as required – including Facilities Management, HR, Finance, Legal, EHS, and strategic partners – to ensure the commute program is fully integrated within the wider GREF ecosystem.

Required Qualifications
Education & Experience
- Minimum 5 years of experience in commute program management, employee mobility, commuter benefits administration, or a related discipline within a corporate environment.
- Demonstrated experience managing and developing a team, with a proven track record of line management, performance management, and talent development.
- Experience working within a large, complex, multi-site or multi-country organisation, ideally within a corporate real estate, IFM, or employee services environment.
- Track record of implementing or managing commuter benefit programs across multiple geographies, with an understanding of the complexities involved in pan-EMEA delivery.
Leadership & People Management
- Proven line management experience with demonstrated success in managing, motivating, and developing team members across potentially dispersed EMEA geographies.
- Strong leadership and interpersonal skills, with the ability to build trust, manage performance, and develop talent within a team environment.
- Confident in providing clear direction and accountability while remaining supportive and empowering to team members at all levels.
- Demonstrated ability to lead a team through change, embedding new programs, processes, and standards in a structured and inclusive manner.

Program & Operational Skills
- Strong program management skills, with the ability to plan, coordinate, and deliver commute programs across multiple geographies simultaneously.
- Experience in vendor management and contract administration, with a proven ability to manage supplier relationships, measure performance, and drive continuous improvement.
- Data-driven approach to program management, with the ability to analyse commute data, identify trends, and translate insights into meaningful program improvements.
- Detail-oriented and proactive in identifying and closing program gaps, ensuring delivery remains consistent, compliant, and aligned to client expectations.
- Solid understanding of compliance requirements relating to commuter benefits, including relevant local tax regulations, transport legislation, and data protection obligations across EMEA.
- Strong planning and organisational skills, with the ability to manage multiple workstreams and competing priorities effectively.

Preferred Qualifications
- Experience working within a Facilities Management (FM), Integrated Facilities Management (IFM), or corporate real estate services environment supporting a global technology client.
- Familiarity with commute management platforms or transport management systems (e.g. MoveInSync, Luum, or equivalent) and their role in program reporting and optimisation.
- Knowledge of EMEA-specific commuter benefit schemes, tax-efficient travel frameworks, and sustainable commuting incentives across key markets including the UK, Ireland, Germany, France, Netherlands, and Luxembourg.
- Experience with sustainability-focused commute programs, including active travel initiatives, EV charging schemes, public transport subsidy structures, and carbon reporting.
- Background in contract management and commercial oversight of transport or mobility service providers.
- Experience developing business cases, program proposals, and client-facing presentations to support commute program investment decisions.
- Familiarity with Amazon GREF's operational structure, culture, and expectations for program delivery in a corporate real estate context.
- Proficiency in data analysis and reporting tools, with experience producing management dashboards and programme performance metrics.
