Job Summary: The primary purpose of this position is to function as a senior-level Electronics Technician assigned to Clinical Engineering Services. Incumbent has primary responsibility for the comprehensive technical support of nurse call system, hospital beds, hospital tube system, and associated devices that may consist of computers and network components in all areas of the medical center. This position is located at the Oklahoma City VA Medical Center (VAMC) in Oklahoma City, Oklahoma.

Major Duties:

  • Major duties of this position include, but are not limited to: Solves complex problems with nurse call system, hospital beds, hospital tube system, and associated devices maintenance, preventive maintenance, calibration, inspection, installation, and evaluation. Maintains a variety of computerized and networked equipment and software, which is vital to the medical center's ability to provide quality health care. Plans and performs scheduled and unscheduled (emergency) maintenance on equipment to ensure compliance with all applicable codes and standards. Teaches operation, maintenance, and procedural protocols of nurse call system, hospital beds, and hospital tube system to other personnel. Instructs equipment operators in correct equipment usage and operator level preventative maintenance. Recommends courses of action to be followed that will enhance the mission of the medical center as a result of testing or monitoring. Uses system integration to perform scheduled and unscheduled maintenance, calibrations, and PM of electronics equipment. Uses and understands the theories, techniques, and applications of electricity and advanced analog and digital electronics. Uses and understands the theories and practices of pneumatics, mechanics, computers, and the hardware and software associated with those systems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full Time, Monday through Friday, 7:30 am to 4:00 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Frequently work will be performed in cramped and awkward positions. The work requires prolonged periods of standing and walking. Work Environment: Repair work is performed in all areas of the medical denier. Potential for electrical shock is continuous, but avoidable through industry accepted practices. There is a hazard for nosocomial infection, due to possible exposure to bacterial or viral agents, caustic materials, chemical hazards and contamination both known and unknown.

Qualifications: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirements Series Definition: This series covers technical positions supervising, leading, or performing work involving applying: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. Specialized Experience (for positions at GS-4 or equivalent and above):Some examples of qualifying specialized experience include: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. And; You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade, GS-08, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of comprehensive technical support of nurse call system, hospital beds, hospital tube system, and associated devices that may consist of computers and network components. The ability to support maintenance, preventive maintenance, calibration, inspection, installation, and evaluation. Plans, analyzes, documents, tests, implements, installs, integrates, maintains, and modifies equipment. Knowledge of maintains inventory of computer software and library of original software distributed by manufacturers and vendors. Ability to be responsible for upgrades of hardware or software as supplied by manufacturer or vendor. Critical to the delivery of high-quality patient care and works in all areas of the medical center. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years of graduate education or a master's degree meets the requirements for GS-9.
