The Electron Ion Collider (EIC) is one of the most exciting new scientific facilities to be built over the next decade or so.  This multi-billion-dollar facility, to be built at Brookhaven National Laboratory, is poised to lead to new insights into some of the most fundamental questions in Nuclear Physics. Furthermore, the EIC is the world’s only particle collider to be built in the next decades. Brookhaven National Laboratory is searching for a new EIC Project Director, who will lead a multidisciplinary and multi-institutional team to deliver this unique facility. 

The EIC Project Director works with the BNL Director, senior EIC Leadership Team, partner Lab senior team leaders, advisory committees, and DOE to provide leadership and management of the EIC Project, ensuring that the project’s technical, budget and schedule performance objectives are achieved in a safe and environmentally compliant manner. This position has full authority and leadership for all aspects of the EIC project including its management, budget, technical scope, and staffing. The Project Director reports to the BNL Director and is responsible for executing the project consistent with DOE sponsor expectations including EIC strategy, coordination, execution, management, and decision-making. 

Responsibilities for this position are divided into three components: Strategy, Relationship Management, and Execution.  Each of these components are summarized below. 

Strategy: 

  • Articulate the value proposition for EIC project 
  • Develop strong stakeholder and community support for the EIC project 
  • Ensure attainment of EIC project scope, schedule, and cost objectives in a safe, cost-effective manner and consistent with the BNL and the DOE needs and requirements.  

Relationship Management: 

  • Represent the project in interactions with DOE leadership and other stakeholders.  
  • Serve as primary interface with DOE Office of Science and DOE EIC Project Office for review preparations, execution, and reporting including closure of action items.   
  • Coordinate public relations and community outreach functions with the BNL’s Office of Stakeholder Relations and External Affairs and other key internal and external stakeholders.  

Execution: 

  • Direct and supervise the Technical Director, EIC Project Manager, and senior staff to effectively execute the design, build, installation, and initial commissioning of the EIC.  
  • Execute the project’s baseline within the approved EIC Project cost and schedule baselines. Identify risks. Implement and manage effective risk mitigation plans.  
  • Effectively lead a project team.     
  • Manage the expectations of DOE Order 413.3B and communicate project status in a timely manner to BNL management and DOE. 
  • Develop and communicate project goals, processes, systems, and milestones.   
  • Request and coordinate internal and external peer reviews of the EIC Project.  
  • Track issues to closure.  
  • Ensure compliance with environment, safety, health and quality program requirements.

Required Qualifications: 

  • Master’s degree in science, engineering, or related field with at least 15 years of management or technical project experience in a scientific or R&D related organization. 
  • Experience at a major experimental research facility or an equivalent type of facility. 
  • Proven successful management of large complex scientific and technical projects. 
  • Demonstrated ability to work collaboratively with a diverse group of people having a wide range of technical and scientific backgrounds. 
  • Proven ability to promote teamwork and collaboration as well as generate innovative solutions to ordinary and extraordinary challenges. 
  • Excellent written and verbal communication skills. 
  • Demonstrated record of supporting the professional development of staff. 

Preferred Qualifications: 

  • PhD degree in a scientific or engineering discipline relevant to accelerator physics. 
  • Extensive prior experience in the design, fabrication and industrial procurement of complex technical hardware. 
  • Experience with execution of a DOE Order 413.3B project. 
  • Experience with DOE Office of Science and/or multi-party or international construction projects. 
  • Familiar with accelerator facilities. 
  • Experience successfully working within a user-facility environment. 
  • Certification in project management.
