Working within the Technical Advisory group, your role as an Electrical Engineer will include engaging with clients and solving challenges related to the development, design, construction, operation, and analysis of renewable energy projects.

Technical Advisory provides comprehensive energy industry advisory services supporting strategic investments, portfolio management, operational planning, market developments, policy analyses, regulatory support, and customer engagement. We work collaboratively across several divisions within ICF, including our Power and Gas Market team, Environment and Planning team, and Transportation and Sustainability team. Consultants at ICF integrate their industry experience with advanced consulting and analytical skills. As an Electrical Engineer, you will provide technical expertise in the design, evaluation, and execution of renewable energy projects, supporting developers, investors, and project stakeholders.
What you will do:
Role Overview
The Solar Electrical Design Engineer will support design, technical evaluation, and delivery of utility-scale solar and energy storage projects. The role involves end-to-end technical involvement, from early-stage design optimization and due diligence through detailed engineering review, construction monitoring, and project completion.
Engineering Design & Optimization
Develop and optimize plant layouts considering terrain, shading, energy yield, and constructability.
Design and review DC systems including string sizing, inverter loading ratio (ILR), and cable sizing.
Design MV collection systems including cable routing, voltage selection, and loss minimization.
Prepare and review interconnection schemes, including substation interfaces and utility compliance.
Perform equipment selection and technical specification for modules, inverters, transformers, switchgear, and balance of plant.
Conduct electrical studies including load flow, short circuit, voltage drop, grounding, and harmonic analysis.
Coordinate with civil and structural disciplines to ensure integrated system design.
Support development of technical specifications, BOQs, and detailed engineering deliverables.
Technical Review & Due Diligence
Perform independent reviews of HV/MV/LV electrical designs to ensure compliance with industry standards and project requirements.
Identify and assess technical risks, including potential fatal flaws in system design, configuration, and equipment selection.
Review single-line diagrams, protection schemes, and control system designs for accuracy and completeness.
Evaluate key equipment specifications including transformers, switchgear, circuit breakers, and protection systems.
Conduct technical due diligence, desktop reviews, and support construction monitoring and project completion assessments.
Transmission, Distribution & Grid Integration
Review transmission line and grid interconnection designs.
Evaluate substation layouts for safety, maintainability, and operational efficiency.
Assess SCADA and communication systems for monitoring, control, and grid compliance.
Review protection philosophies, coordination, and redundancy strategies.
Reporting & Stakeholder Engagement
Prepare detailed engineering and due diligence reports.
Engage with developers, EPC contractors, lenders, and utilities.
Provide technical leadership and support across development, construction, and operational phases.
Minimum Qualifications
Bachelor’s degree in electrical engineering or a related discipline (Master’s preferred).
4+ years of experience in solar PV electrical design, power systems, or renewable energy projects.
Demonstrated experience in utility-scale solar PV design, including DC, LV, and MV systems.
Strong understanding of PV system architecture, including string, central inverter, and hybrid configurations, as well as DC/AC sizing and inverter loading ratio (ILR) optimization.
Experience in MV collection system design, including cable routing, voltage selection, and loss optimization.
Familiarity with grid interconnection requirements and utility coordination processes.
Hands-on experience performing electrical system studies, including load flow, short circuit, grounding/earthing, arc flash, and harmonic analysis.
Working knowledge of applicable electrical codes and standards, including NEC, IEC, IEEE, ANSI, and NEMA.
Experience preparing key engineering deliverables such as plant layouts, single-line diagrams (SLDs), cable sizing and routing calculations, and protection and coordination schemes.
Familiarity with transmission and substation systems (≥69 kV) and their integration with renewable energy plants.
Strong technical writing skills with the ability to develop clear engineering documentation, design reviews, and technical reports.
Preferred Skills
Experience in detailed engineering and technical evaluation of utility scale solar or hybrid projects.
Strong proficiency in industry – standard design and simulation tools : AutoCAD, PVcase, PVCAD Mega, ETAP, PSS/E, DigSILENT, and CYMCAP.
Exposure to Battery Energy Storage Systems (BESS), hybrid plant integration, and energy management systems.
Understanding of project lifecycle: Feasibility and conceptual design, Detailed engineering, Construction and commissioning, Performance testing and handover
Strong analytical and project management skills.
