Job Description:

The HSE + Ops Assistant Manager shall be responsible for JLL H&S & Operational deliverables across the client’s multi-site real estate portfolio, ensuring compliance with JLL contractual requirement. This shall include and not limited to:
 

General HSE:

•     Coordinate with the site operations team to ensure updating of Building/site risk assessment documents periodically.

•     Support the JLL operations team in implementing the JLL HSE management system.

•     Conduct site inspections within the scope of JLL services

•     Ensure H&S KPIs and PIs are met.

•     Work collaboratively with site teams to ensure full compliance with all HSE requirements. Develop a powerful HSE culture in all sites, including deliver HSE training sessions, hold HSE workshops for JLL employees and contractors, etc.

•     Responsible for site safety monitoring system implementation and support site operation team for key project HSE risk control.

HSE Operations

•     Provide the HSE leadership to the WE&O team across Mainland China.

•     Ensure client satisfaction with the client facility/property management team by providing a seamless interface into the client’s HSE team.

•     Understand WE&O scope for the client assigned and develop client specific processes and procedures in consultation with client HSE team and ensure implementation and compliance of the processes, Ensure compliance with JLL H&S RACI requirements and audit standards.

•     Oversee compilation and deliver the appropriate monthly/quarterly/annual reporting for the client.

•     Coordinate fire evacuation drills and various emergency drills: earthquake, evacuation in place, etc. with the operations and Landlord.

•     Support review of job hazard analysis and risk assessments for JLL and JLL contractor scope of work. Monitor overdue P2W in the system. Conduct sample checks of Permits closed.

•     Identify key HSE risks and issues in the data presented to client and to provide suitable recommendations and action plans to resolve the issues.

•     Review data from incidents, accidents, inspections, audits, lessons learnt and review processes to identify areas in JLL Safety Management System that would benefit from improvement and to suggest a methodology to achieve the desired outcome.

•     Assist for the Safety Month Event each year. Help to prepare for the event, games preparation for the safety awareness, invite the relevant party to join the event

Operation and Admin Support :

Core Work:
1. Site Inspection: Usually once a month for branch and once a month
2. CCTV Check: Starting from 2026, once every quarter
3. Envision: Organize monthly Envision meetings, coordinate all daily operational execution, issue reminder and track resolution of action items
4. BET/BLF: Coordinate and consolidate BET refresh results of the renewed branches, prepare/update budget for BET/BLF, coordinate the completion of BET/BLF reports across renewed branches
5. CCN: Prepare CCN template and submit all CCN requests for SH IFC building
6. Workplace Safety Improvement: Remind hub leads to complete leadership inspections monthly, conduct monthly EHS sharing, daily monitor Envision platform, do escalations, and hold monthly meeting
7. Sustainability: Establish and maintain a sustainability tracker , collect, summarize and analyze data
8. Periodically update standardized reporting decks such as TOFF, Governance, Achievements, and IFC Committee meetings
9. WPB Survey: Prepare the branch participation list and track the implementation of WPB survey action items

10. WELL Renewal: Collect and validate data/reports required by client Regional for WELL renewal

11. Coordinate read-across, result collection, and follow-up on completion of EHS/Clear desk-related tasks across the country as requested by clients

 

Ad Hoc Work:

1. Prepare slides as requested by clients for reporting purposes related to inspection, sustainability, clear desk, read-across, etc.
2. Organize meetings as requested by clients related to inspection, sustainability, clear desk, etc.
3. Collect data and coordinate projects as requested by JLL ESG Regional Team

4. EHS tasks assigned by the client’s EHS

5. Support client safety month

6. Other tasks assigned by Country Lead and Assistant to country lead
