The primary purpose of this position is to advise Security Assistance Organization (SAO) officials to provide training advice to host country school leadership and to train instructors; and to teach English classes.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions. In order to qualify for this EFL Specialist, GS-1701-11, you must meet one of the BASIC Educational Requirement options *AND* meet one of the ADDITIONAL Qualification Requirement options. BASIC Education Requirement: DEGREE: successful completion of a four-year degree that included or was supplemented by a major field in education or 24 semester hours (or equivalent) of specific course work in English as a Second Language (ESL), English as a Foreign Language (EFL), Linguistics, Foreign Languages, or Teaching English to Speakers of Other Languages (TESOL) or in a subject matter appropriate to the position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS TO VERIFY YOUR EDUCATION. FAILURE TO SUBMIT YOUR TRANSCRIPT WILL RESULT IN AN INELIGIBLE RATING. OR COBINATION OF EDUCATION AND EXPERIENCE: with courses equivalent to a major in education or in a subject matter field appropriate to the position such as English as a Second Language (ESL); English as a Foreign Language (EFL); Linguistics, Foreign Languages, or Teaching English to Speakers of Other Languages (TESOL); plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in above. ADDITIONAL Qualification Requirement: In addition to meeting the basic qualification requirements above. Applicant must be one of the qualification requirement below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes teaching English as a Foreign Language (EFL), training instructors in English as a Foreign Language (EFL) and the adaptation and development of instructional materials and making professional recommendations for improvement of curriculum design, training materials, instructional delivery, student administration, and training program management. OR EDUCATION: Three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree which demonstrates the knowledge, skills and abilities necessary to perform the work of this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of English Language Training Program (ELTP) management and English as a Foreign Language (EFL) approaches and methods. 2. Knowledge of relevant DoD, DLIELC, and security assistance policies and procedures related to English Language Training Program development and implementation to provide pedagogical and managerial guidance to DLIELC and US Embassy Security Assistance Organization personnel. 3. Knowledge to analyze the efficiency and effectiveness of existing English language training programs in foreign countries including programs under outside contract. 4. Knowledge of procedures to deploy personnel to overseas locations. 5. Ability to communicate effectively both orally and in writing and to negotiate agreements with high ranking officials of host country and with Security Assistance Office employees and to prepare reports and briefings on findings and recommendations. 6. Ability to analyze, evaluate, and accomplish special training studies and projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Other Significant Facts Pertaining To This Position: A degree in English as a Second Language (ESL), bilingual-bicultural education, linguistics, English, speech, foreign languages, education, or a related specialty area and one year of experience teaching ESL/English as a Foreign Language (EFL) to adults is required.
