Major Duties:

  • SUMMARY: The primary purpose of this position is to plan, implement, administer, and advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense(DoD) civilian members, and their families. DUTIES: Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. Serves as technical expert on a variety of educational programs. Provides mass briefings and a variety of outreach and customer services duties. Performs a variety of administrative duties related to the educational counseling program.

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants have a degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. Note: you MUST submit a copy of your transcript(s). AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of education theories, principles, and techniques, and the ability to use those techniques to gather educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities. Knowledge of military and civilian occupations and occupational trends and the physical, mental, educational, and experiential requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations. OR EDUCATION: Applicants have successfully completed two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree directly related to the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: . Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuingeducation programs and their accrediting processes. (See positive education requirement per OPM QualificationStandards for General Schedule Positions.) Knowledge of a variety of academic, occupational, vocational, and career development resources (educationaland/or community). Ability to interpret agencies' directives, instructions, and guidance and make local decisions andrecommendations based on analysis. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. Skill in conducting interviews and delivery of formal and informal presentations and briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
