The Resource Management and Policy Coordination Division of the Institute for Capacity Development (ICDRM) is seeking to hire an Economist/Sr Economist.
The Institute for Capacity Development (ICD) supports IMF member countries to build the institutions and capacity to formulate and implement sound economic and financial policies. ICD is responsible for capacity development (CD) delivery, including training and technical assistance, in macroeconomic and financial policy and for development and implementation of the Fund’s CD strategy.
ICDRM oversees the financial and administrative management of the department, including the development of the CD medium-term budget (MTB), medium-term workplan (MTW), and financing strategy. The division also coordinates the departmental policies, processes, and systems related to CD delivery, including (i) results-based management and CD performance, and (ii) implementation of the Capacity Development Management and Administration Program (CDMAP) within ICD.
Working closely with the management of ICDRM and divisions in charge of CD delivery, the Economist/Sr Economist will contribute to a wide-range of projects and activities, including: (i) coordinating ICD’s engagement with area departments across the MTB and MTW cycles; (ii) supporting the development and implementation of the MTW for one or two regions that outlines strategic priorities and objectives; (iii) supporting mobilization of partner financing, including preparing funding program proposals and budgets, in consultation with ICD divisions, Regional Training Centers, and other departments; (iv) coordinating reporting and evaluations related to funding programs; (v) advising project managers on policies related to CD financing; and (v) ensuring the quality of data related to CD performance and support to area departments.
In addition, as a member of the ICDRM policy coordination team, the Economist/Sr Economist’s responsibilities will include: (i) leveraging data to analyze and contribute to the internal dialogue on resource allocation and performance; (II) compiling and analyzing data on ICD outputs, outcomes, and costs; (iii) contributing to strengthening the department’s procedures for financial and operational controls; and (iv) reviewing and participating in Fund-wide initiatives on corporate and CD matters.
Depending on skills, interests, and business needs, the Economist/Sr Economist may also have opportunities to contribute to CD delivery, including training or technical assistance.
Qualifications
Applicants should hold an advanced degree in economics and/or related field and have substantial relevant professional experience, commensurate with the grade. The role is open to both fungible economists with strong analytical and policy skills and specialist economists with deep expertise relevant to capacity development, resource management, or institutional reform. Experience in capacity development management or delivery, including the design, implementation, monitoring, or evaluation of CD activities, or hands-on country work is highly desirable.
Practical experience in areas such as strategic and operational planning, budget formulation or implementation, results-based management, business process modernization, project management, and the implementation of strategic initiatives is an asset.
In addition, this role requires excellent analytical and quantitative skills; experience in planning and project management; strong oral and written communication skills; ability to set priorities, work under pressure, and manage concurrent tasks within tight deadlines; and ability to lead or be part of a task team.
A regular staff member who is selected to fill the vacancy will maintain their open-ended status. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
