Job Summary: The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Major Duties:

  • Superior ability to Lead, initiate, plan and oversee performance/participation in liaison coordinated intelligence activities in partnership with the IC, U.S. Government agencies, the Office of the Director of National Intelligence (ODNI) elements, military, state, local, tribal, private sector partners, and foreign partners to leverage existing information sharing capabilities and align policies, standards, systems, and information. Superior track record of facilitating coordination among U.S. Government agencies, including Intelligence Community members and ODNI elements. Superior expertise engaging with diverse partners including military, state/local/tribal governments, private sector, academia, and foreign intelligence services. Superior experience managing competing requirements and priorities across multiple stakeholder organizations. Superior knowledge of ODNI and IC operations, policies, and information sharing protocols Lead the identification of intelligence resource gaps that are negatively impacting analysis efforts, and in collaboration with domestic or foreign partners develop and recommend strategies and procedures that are designed to reduce these gaps. Superior knowledge of frameworks for managing intelligence partnerships and information sharing relationships. Superior experience planning and conducting high-level partner visits and leadership engagements for both domestic and foreign partners. Expert ability to prepare and present briefing papers and guidance for senior leadership. Experience communicating complex intelligence and policy issues to diverse audiences. Expert skill in developing recommendations and presenting them to executive leadership. Lead, plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations. Superior ability to recognize, value, build, and leverage diverse collaborative networks across a variety of domestic and foreign partners. Superior ability to engage effectively with non-government entities including business and academic communities. Superior experience evaluating and assessing interagency collaboration efforts for effectiveness.

Qualifications: Expert understanding of relevant allied and partner relationships and priorities, along with the ability to represent ODNI and the IC in various fora at all levels. Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment. Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners. Superior critical thinking skills and the ability to present finished intelligence assessments, strategies, or other high-level written products with an emphasis on clear organization, concise arguments, and logical presentation. Expert communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, including domestic and foreign partners, and to give oral presentations and to otherwise represent the ODNI, MI, and/or NIC in interagency meetings. Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Superior ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative. Superior interpersonal and negotiation skills, and the superior ability to build consensus, work effectively, and independently exert influence to major ODNI stakeholders. Superior critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement. Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies. At least 5 years' experience working with domestic partners or Bachelor's degree in subject matter area or closely related discipline.
