[What the role is]

The Monetary Authority of Singapore (MAS) is Singapore’s central bank and integrated financial regulator.

As central bank, MAS promotes sustained, non-inflationary economic growth through the conduct of monetary policy and close macroeconomic surveillance and analysis. It manages Singapore’s exchange rate, official foreign reserves, and liquidity in the banking sector.

[What you will be working on]

You will lead the Enterprise Platforms Division within the Information Technology Department. You will lead a dynamic team of 10-15 officers who design, manage and maintain a portfolio of applications systems for MAS’ key business operations. You will also lead your team in spearheading a broad ranging technology transformation programme, and work with business counterparts to develop products for the organization.

In this role, the officer is expected to undertake the following:

  • To provide leadership to the team and lead towards required organizational outcomes; including the areas of:

    • Product and project delivery

    • Solution analysis and design (tech business analysis, functional and non-functional design)

    • Software engineering and testing.  Experience with running Software Engineering  teams and/or offsite development centers is a plus

    • Application maintenance, operations and support

    • Budgeting and planning for technology

    • Establishing and managing vendors, partners and resourcing arrangements

    • Applications Governance, Risk Management, Controls and Compliance

  • To manage stakeholder relationships across business, other applications teams, technology infrastructure teams, cybersecurity teams, and others.

  • To effect the following:

    • To work in whitespace to conceptualize and crystallize projects and solutions, and marshal support to see through their execution

    • To run application operations and maintenance with rigor. Experience operating in a regulated environment is plus.

    • To conceptualize and drive technology transformations, across business operations and technology.  Experience with contempory technologies (such as containers) and technology practices (such as DevSec Ops) is required;

    • To conceptualize and drive application transformations. Experience with business and application portfolio planning and design is a plus.

    • The delivery of end user support services and operations

  • Experience with enterprise-grade applications systems, data and data analytics systems, and public-or-consumer facing systems is a plus.

  • Experience with agile methods is a must. Experience with design thinking, customer journey mapping and design is a plus.

  • Experience with the design, management and operations of user-facing infrastructure, user-facing support and end-user computing is a plus.

[What we are looking for]

  • Bachelor’s degree or master’s Degree with minimally 10 years of relevant working experience

  • Strong experience in managing business, IT and senior stakeholders; and influencing and diverse stakeholders

  • Strong written and verbal communication skills; good interpersonal and organizational skills

  • Sound understanding of the technical aspects of enterprise-grade systems in an environment with diverse technologies

  • Familiar with containers, microservices, DevOps and AWS Cloud technologies

  • Familiarity with Government IM8 is a plus, but not mandatory

  • Strong leadership skills, to lead teams towards outcomes even without direct-lines-of-authority

  • Good analytical skills, and able to work in the greyspace to distill issues, and create and crystallize solutions

  • Resourceful and able to think-out-of-the box, whilst having experice with operational rigor for mission critical systems

  • Self-driven, motivated, creative and team-oriented leader
