Salary Range: $150359 - $197200 Per Year

Job Summary: As a Division Director, you will be responsible for the management, planning, coordination, and successful execution of the acquisition activities undertaken by the Division. Location of position: FAS, Information Technology Category (ITC), Office of Acquisition Operations Official Duty Station will be determined upon selection. We are currently filling two vacancies, but additional vacancies may be filled as needed.

Major Duties:

  • Major duties include, but are not limited to the following: Serves as a Division Director for the Federal Acquisition Service (FAS) within the Office of Information Technology Category, Office of Acquisition Operations, Office of Enterprise Telecommunications Solutions Acquisition (ETSA). Plans, manages, directs, and coordinates procurement activities for the pre-award and post-award functions associated with GSA's telecommunications services contracts which are highly specialized, multiple award, global and government-wide contractual vehicles with commercial firms providing government customers with state of the art, high-quality, commercial telecommunications services. Directs the full range of purchasing and contract administration activities, including but not limited to, the issuance of solicitations, awarding of contracts, contract modifications, negotiation of changes, exercise of options for contracts, investigation and resolution of contract delays, contractor performance appraisals, subcontractor surveillance, disposition of claims and the termination of contracts for the convenience of the government or for default by the contractor. Approves pre-award, award and post award documentation and ensures the integrity and substance of determinations and findings. Through subordinate supervisors, provides the leadership necessary to maintain an effective and productive workforce and to affect a continuous flow and exchange of information among employees. Initiates appropriate work assignment adjustments whenever staff or workload fluctuations occur to ensure the maintenance of an effective and efficient acquisition operation. Develops employee performance standards and makes formal appraisal of work. Gives advice, counsel and/or instructions to employees on both work and administrative matters. Interviews candidates for positions and recommends various personnel actions including promotions and reassignments. Hears and resolves complaints from employees, referring to group grievances and effects disciplinary measures, and recommends other actions in the more serious cases. Identifies developmental and training needs of employees, provides or arranges for needed development or training. Represents and speaks for the Service Center Director and/or Office Director in dealings with key GSA officials, other federal agency officials, representatives of business and industry, state and local governments, congressional staffs and committees on matters involving telecommunications services contracts.

The GS-15 salary range starts at $150,359 per year. Salary range is dependent upon duty location. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is managing, supervising, or directing operations for an acquisition organization or program including all phases of the contracting process; ensuring compliance with applicable laws, regulations, policies, and procedures; establishing policy, regulations, and program guidance and procedures for contracting programs or initiatives, and applying knowledge of both government and commercial business practices. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
