Job Summary: This position is located in the Logistics Services Division, Integrated Support Services Directorate, Chief Operating Officer. The position description number for this position is 465710. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, non-bargaining unit position.

Major Duties:

  • The Distribution Facilities and Storage Specialist (Team Leader), GS-2030-09, works in Logistics Services within Integrated Support Services, in the office of the Chief Operating Officer. The incumbent is responsible for overseeing warehouse operations and providing technical guidance to team members involved in distribution, storage, and inventory control activities. Work performed supports efficient material movement and space utilization across federal facilities. Ensures materials are handled according to agency and federal policies. Managing the daily warehouse operations including receiving, storing, issuing, and shipping materials. Assists in managing warehouse operations and inventory systems with direct oversight from senior staff. Independently manages distribution and warehouse operations ensuring full compliance with regulatory guidance. Monitors safety and security practices within the warehouse and ensures compliance with OSHA, fire, and hazardous materials regulations. Reviews workflow to identify opportunities for improving efficiency, space usage, and material flow. Coordinates preventive and corrective maintenance of material handling equipment and warehouse facilities. Assigns work, monitors progress and ensures quality and timeliness of completed tasks. Serves as team leader for a group of warehouse personnel. Distributes assignments to team members under supervision, and monitors task completion status. Serves as Team Leader with responsibility for assigning work, resolving routine issues, and evaluating team productivity. Provides informal training and coaching to new staff and ensures adherence to established procedures. Communicates work priorities, safety standards, and operational goals to the team. Identifies minor disciplinary or performance issues and refers more complex matters to supervisors. Develops and maintains storage and distribution procedures, reviews inventory records, and ensures accurate reporting and documentation. Supports the implementation of standard procedures and learns to identify discrepancies in inventory records. Prepares draft reports on material movement, receiving, and storage activities. Develops complex storage and inventory plans, anticipates problems, and implements corrective measures. Conducts spot checks, cycle counts, and reconciliations to verify stock levels and maintain accuracy of automated systems. Recommends improvements to storage layouts to maximize space utilization and accessibility. Assists in planning for emergency and contingency storage and distribution needs. Coordinates with procurement and transportation offices to resolve logistical challenges, track inventory, and optimize deliveries. Monitors shipping schedules, verifies documentation, and ensures timely movement of goods. Provides input on vendor performance related to packaging, delivery timelines, and order accuracy. Assists in coordinating surplus property disposal or transfer in accordance with federal guidelines. Participates in meetings with procurement and transportation staff to align warehouse operations with broader logistical goals. Prepares and delivers operational reports, space utilization plans, and workload summaries for management review. Coordinates with internal and external stakeholders to manage delivery schedules, space planning, and reporting requirements. Maintains metrics on warehouse efficiency, labor utilization, and material handling throughput. Develops recommendations for long-range storage capacity and space planning. Prepares supporting documentation for audits, inspections, and management reviews. This position will require Physical Protective Equipment (PPE).

Qualifications: Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
