Job Summary: The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.
Major Duties:
- IC SCC Mission Statement: The IC SCC is responsible for the integrated defense of the IC Information Environment (IC IE) on behalf of the IC CIO and DNI. Major Duties and Responsibilities (MDRs): Serve as the Director of the IC SCC, the IC's FCC, in its mission to lead the integrated defense of the IC IE in accordance with the authority and direction of the ODNI. Ensure cybersecurity situational awareness across the IC and larger FCC ecosystem during steady-and disrupted state of operations. Lead the IC's coordinated incident response during major cyber events on behalf of the IC CIO and DNI, in accordance with the DNI's responsibilities under National Security Act of 1947, Presidential Policy Directive-41 and other authorities. Lead a wide-range staff of functional experts composed of cadre, detailee, military, and assignee personnel performing cyber threat analysis, vulnerability management, exercise planning, and outreach and coordination to secure the IC's federated IE. Provide strategic direction and oversight of the IC SCC to ensure it meets the demands of the rapidly evolving cyber threat landscape. Serve as the leading member of a national cyber incident response group to provide leadership for effective and efficient response to cyber incidents, and propose strategies to prevent incidents from occurring or escalating. Establish guidance for improvement and execution of defensive activities (i.e. monitoring, detection, analysis, response and coordination) throughout the IC to ensure an end-to-end trusted information environment. Is a member of the Office of the IC CIO Senior Leadership Team in execution of the OIC CIO vision, mission, and strategic plan. Lead the development of strategies, assessments, and technology insertion to improve capabilities and services that provide the IC CIO and DNI with situational awareness of the security posture, and risk to the IC IE. Coordinate with Cyber Threat Intelligence Integration Center (CTIIC) and National Counterintelligence and Security Center (NCSC) to facilitate shared insight and comprehensive threat analysis and assessments. Lead the IC's coordination and incident reporting responsibilities to the National Manager for National Security Systems in accordance with National Security Memorandum-8. Collaborate directly with senior security managers charged with developing security guidelines for the IC. Serve as the IC SCC representative on multiple community boards including, but not limited to the IC CIO Council, Technical Integration Committee, CTIIC Cyber Strategy Board, and IC CISO Council. Represent the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives. Produce budget plans, roadmaps, technology insertion and schedules for information security, information assurance, counterintelligence capabilities and required to operate the Center. Responsible for acquiring and procuring technical capabilities to ensure, as applicable, IC-wide distribution of licenses for common network defense capabilities.
Qualifications: Mandatory Requirements: The demand on ODNI and the IC SCC to understand the security posture of the IC IE and lead coordinated efforts to defend, detect, mitigate, and respond to malicious cyber actors is increasing voluminously. Therefore, the Director of the IC SCC must possess: Recognized expertise as a cybersecurity leader in the area of policy and planning, security, systems analysis, network services, data management, and Internet services. Proven leadership ability and business acumen, capable of developing effective integration strategies, building coalitions, and driving change to improve operations within large, complex organizations. Superior expertise in the methods and practices of government policy, planning, investment, and performance management. Superior ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on security programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Superior knowledge of the US IC and Department of Defense (DoD), to include prior IT work at one or more of the IC elements. Expert executive skills in the development, analysis, coordination, implementation and communication of large-scale, cross-cutting information technology and sharing practices and procedures. Expertly demonstrated leadership and management skills in planning, recruiting, developing, managing, and directing multidisciplinary teams. Exceptional interpersonal skills to work effectively with internal and external leaders and to coordinate, network, and communicate across the IC.
