We are seeking a Director, Value Stream Management – Program Management Team (PMT) Integration to accelerate and mature the integration of CBEC business processes, strengthen operational excellence, and help build a scalable, high-impact organization. FEOTB/CBEC is a critical organization shaping customer engagement, innovation, and future business opportunities for Mission Systems  Advanced Technologies Collins Aerospace wide.

We are searching for a leader who thrives at the intersection of strategy, systems thinking, and execution. Someone who can bring order to ambiguity, elevate how teams collaborate, and design practices that will shape how we innovate. This role offers the opportunity to help define how FEOTB/CBEC work with partner portfolios, how we scale, and how we deliver on our vision of emerging technologies and solving the toughest mission challenges for our customers.

This leader will document and refine best practices, create, establish and enhance frameworks, policies, and procedures, and drive the evolution of our operating model to support growth. The Director will influence across the enterprise to integrate and optimize FEOTB/CBEC operations and is a strategic partner to the VP/GM and senior leadership team.  

What You Will Do

  • Develop and implement an External Integration Plan to strengthen coordinated, two-way communication across FEOTB/CBEC and its stakeholders

  • Lead the development, documentation, and continuous improvement of integration processes, best practices, and governance frameworks across the organization

  • Anticipate downstream impacts, identify root causes, and shape a future-oriented operating model with scalable solutions

  • Serve as a strategic thought partner to leadership, translating strategy into actionable plans and operational execution

  • Lead and manage strategic initiative progress, identifying risks, dependencies, and acceleration opportunities; enable cross-functional problem-solving to maintain momentum

  • Drive or coordinate high-visibility strategic projects, ensuring alignment with priorities, clear ownership, and measurable results

  • Provide analytical insights and business intelligence to inform strategic and operational decisions

  • Ideate, implement, and mature a new Quality Management System for Advanced Technology Development

  • Partner with cross-functional teams to complete and strengthen the FEOTB & CBEC Best Practices Playbook and Landing Page

  • Enhance organizational effectiveness by designing and leading educational, mentoring, and training programs to support CBEC talent development

  • Travel up to 25%

Qualifications You Must Have

  • Typically requires a University Degree and minimum 14 years prior relevant experience or an Advanced Degree in a related field and minimum 12 years of experience

  • Experience leading direct reports

  • Experience managing programs as a Value Stream Leader using RLPM or equivalent

  • Background in strategy, engineering, business operations, program management, or Chief of Staff–type roles in complex organizations

  • Demonstrated success leading complex projects, building frameworks, and implementing scalable operational processes

  • Expert working knowledge of RLPM, Earned Value best practices, and forecasting methodologies

  • Experience working with U.S. Department of Defense (formerly Department of War) customers

Qualifications We Prefer

  • Active and transferable Secret or Top Secret clearance on Day 1

  • Experience briefing senior leadership (SBU and BU President level) and external customers

  • Success operating in white space environments with fluid requirements and evolving technical baselines

  • Experience leading cross-functional teams in a remote or hybrid environment

  • Ability to manage multiple priorities simultaneously

  • Experience in Science & Technology, Advanced Technology Development, or new market development

  • Strong bias for action, resilience, and ability to drive progress through obstacles

The salary range for this role is 176,000 USD - 352,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
