Job Summary: This position is located in the Office of the Chief Human Capital Officer (OCHCO), Human Resources Learning and Development (HRLD), Deputy Associate Director-Chief Technical Training Center (TTC). The supervisor is Steven Cochrum. This position is subject to Confidential Financial Disclosure reporting requirements. Major Duties:
Qualifications: In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Experience which demonstrates knowledge and understanding of managing facilities, staff, students, and training programs for reactor technology, engineering support, and regulatory skills to meet the training needs identified by formal NRC staff qualification and training programs. Examples of relevant experience may include performance as an NRC operations inspector, NRC operator license examiner, industry Senior Reactor Operator (SRO), training instructor, or training manager. The ideal candidate will be able to demonstrate the following: Demonstrated ability or potential to provide leadership and effectively utilize human resources. Examples may include leading technical staff; providing clear direction; evaluating outcomes; providing effective performance feedback; mentoring and developing technical staff; working across organizational lines to develop agency positions for unique or well-defined activities; and/or leading organizational change and improvement activities and supporting others in the same. Broad knowledge and understanding of NRC programs with emphasis in several of the following areas: reactor operations, engineering support, radiation protection, safeguards, fuel cycle technology, risk assessment, and NRC inspection and oversight programs. Examples may include specific education, experience, training, and accomplishments demonstrating knowledge and skills in the areas of integrated operations, engineering, reactor physics, health physics, event response, or security and how these skills have been applied regulatory programs used in protecting the public health and safety. . Knowledge of the principles of design, development, implementation, and evaluation of training and developmental programs. Examples may include experience of your knowledge of current training practices and theories (such as Kirkpatrick's Model, Phillip's ROI Model, Kaufman's Evaluation, Anderson's Model, etc.) and/or your experience in developing effective evaluation programs of training and qualification programs required by managerial, scientific, and administrative staff involving highly diversified disciplines and functions. Knowledge of Knowledge of project management techniques and experience in applying project management techniques to successfully complete large or complex projects. Examples may include but not limited to: formulating operating goals, establishing objectives, managing workload and planning activities; obtaining and managing resources to most effectively and efficiently meet multiple objectives concurrently; and/or prioritizing and implementing time management to effectively balance administrative and technical work and obligations. Demonstrated skill in preparing and presenting information on complex technical or policy issues for oral or written presentation to various internal and external stakeholders; Examples may include experience participating and managing relationships with peers and superiors to resolve, and effectively communicate the resolution of technical or policy issues.
