JOB PURPOSE
Lead and govern the Provisional Sums (PS) strategy across Aldar’s projects, ensuring cost certainty, transparency, and value optimization.
Drive early-stage commercial control, minimizing PS exposure through strategic planning, market intelligence, and disciplined conversion to firm prices.
Advise Executive Leadership on risk, cost exposure, market conditions, and mitigation strategies related to provisional and undefined scopes.
Establish best-in-class PS governance frameworks, controls, and reporting standards across all asset classes
ROLES AND RESPONSIBILITIES
Strategic Leadership & Governance
Define and implement enterprise-wide Provisional Sum strategy, policies, and procedures.
Establish clear thresholds, approval authorities, and escalation protocols for PS usage.
Ensure PS is used only where justified and aligned with risk management principles.
Portfolio-Level PS Management
Oversee PS exposure across all projects, ensuring visibility, consistency, and control.
Lead regular PS reviews with development, design, and project teams.
Drive reduction of PS values through early engagement, scope definition, and market testing.
Market Intelligence & Benchmarking
Lead benchmarking of PS allowances against market data, historical projects, and regional trends.
Maintain up-to-date intelligence on rates, supply chain risks, inflation, and capacity constraints impacting provisional scopes.
Use data to challenge consultants’ and contractors’ PS assumptions.
Design, Scope & Risk Management
Collaborate with design and technical teams to:
Improve scope definition at early stages
Reduce design ambiguity leading to PS reliance
Ensure PS reflects realistic risk allocation, not design immaturity or poor planning.
Cost Control & Commercial Assurance
Review and challenge:
PS schedules
Cost plans and estimates
Tender returns and commercial clarifications
Ensure PS adjustments are fully justified, documented, and approved.
Performance Tracking & Reporting
Establish dashboards and KPIs covering:
PS % of project value
PS conversion timelines
Savings vs allowances
Cost certainty at contract award
Drive accountability through transparent reporting.
Team Leadership & Capability Building
Build and lead a high-performing Provisional Sum team.
Develop internal capability, tools, templates, and best practices.
Mentor senior commercial leaders and promote a culture of commercial discipline and foresight
RELATED YEAR OF EXPERIENCE
Minimum 18–20+ years in commercial management, cost planning, procurement, or strategic sourcing.
Proven experience managing large, complex development or infrastructure portfolios.
YOE IN MANAGERIAL POSITION
Min of 10+ years in senior leadership roles managing multi-disciplinary teams.
FIELD OF EXPERIENCE
Large-scale developer, PMC, or Tier-1 contractor
Real estate development and/or infrastructure projects
Strong exposure to pre-contract, cost planning, and procurement
TECHNICAL AND INTERPERSONAL SKILLS
Expert-level knowledge of cost planning, provisional sums, and risk management
Strong understanding of contract forms, procurement strategies, and market dynamics
Executive-level communication, negotiation, and presentation skills
Strategic thinking, decision-making, and governance leadership
High ethical standards and commercial judgment
QUALIFICATION
Bachelor / Masters degree in Civil Engineering, construction management or related discipline
Professional certification (RICS, CIOB, PMP, or equivalent) preferred
