Job Summary: The Office of Environmental Management is responsible for cleanup of environmental contamination resulting from decades of nuclear weapons production and research across 11 states, with lifecycle costs projected to exceed $330 billion through 2075. The Carlsbad Field Office leads the Department of Energy's National Transuranic waste program, overseeing the safe handling, transportation, and disposal of National Transuranic waste, including disposal at the Waste Isolation Pilot Plant.

Major Duties:

  • As the Director, Safety Systems Oversight Division you will: Serve as a first line supervisor for the Safety Systems Oversight Division in the Office of Environment, Safety, Health and Quality Assurance. Oversee the Carlsbad Field Office (CBFO) and Waste Isolation Pilot Plant (WIPP) operations, including the Management and Operating (M&O) contractor, to ensure WIPP work planning, control, engineering, and compliance with 10CFR830 Subpart B, 10CFR820, Public Law 104-113 (industry standards), and DOE Directives. Evaluate WIPP M&O contractor performance through verbal and written reports from CBFO staff and external oversight organizations; prepare written evaluations and resolve any inadequacies or weaknesses directly with the WIPP M&O contractor and, as necessary, elevate technical concerns to the Assistant Manager of the Office of Environment Safety, Health and Quality Assurance as appropriate for resolution. Advise management on work planning, control, and engineering actions needing prompt attention, such as corrective actions or investigations, and recommends solutions and follow-ups. Ensure immediate remedial action for hazards found during worker protection inspections to safeguard employees. Participate in investigations related to nuclear safety, work planning, control, and engineering affecting environment, safety, or health. Ensure that CBFO Management is promptly informed of all relevant information and prepares regular and special reports on activities and issues. Manage coordination with officials from other organizations and provide advice to senior management on significant matters.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade/pay band in the Federal service. For this position, experience must be at least equivalent to the EJ/EK-3 or GS-13 level. Specialized experience for this position is defined as: Performing an advanced combination of technical, engineering, scientific, and administrative work requiring significant and extensive coordination and integration of diverse projects and programs, with comparable demands, due to engineering test and evaluation, design, policy analysis, public safety, and regulatory implications. "Experience" refers to paid and unpaid experience. Expert knowledge of risk analysis is sufficient to analyze projects for risk and reliability issues and integrate with other aspects of project plans. Knowledge of program and project management principles and methods sufficient to plan, direct, coordinate and research difficult and complex and diverse programs, projects, and issues. Knowledge and skill in applying oral and written communication methods sufficient to establish and maintain effective relationships and to apply a high level of independent judgement in day-to-day activities. Knowledge of negotiation strategies and methods sufficient to negotiate effectively with management to accept and implement recommendations and prepare effective reports for use by senior management. Knowledge of analytical and evaluative methods sufficient to provide expert analytical services, staff advice, and assistance to higher echelon activities concerning programs, principles, and practices to achieve safe, efficient, and effective operations. Ability to exercise staff supervisory responsibility and to direct and administer an organization required to perform program/project activities, staff supervision and staff services.
