Salary Range: $147945 - $197200 Per Year

Job Summary: As a Director of the Program Management Division, you will serve as an program expert and manager of acquisitions related to professional services and human capital. Location will be determined upon selection. We are currently filling one vacancy, but additional vacancies may be filled as needed. The Program Management Division within the Office of Professional Services and Human Contracts (PSHC) is responsible for program management and projects related to the acquisitions mentioned above.

Major Duties:

  • Resolve and address complex programmatic issues and questions pertaining to and/or impacting the Professional Services and Human Capital (PSHC) suite of contracts to include One Acquisition Solution for Integrated Services Plus (OASIS+), Human Capital & Training Solutions (HCATs), and the PSHC offerings on the Multiple Award Schedule. Maintain operations of acquisition-related programs, to include: tracking performance of each program, serving as a subject matter expert on professional services and human capital contracts, developing marketing strategies, and initiating business development strategies. Initiate, develop, and oversee policies, programs, projects, and studies to address complex acquisition challenges related to PSHC contracts, operations, and activities. Facilitate partnerships, communicate effectively, and act as a liaison with stakeholders and senior-level officials to advise on and develop optimal solutions for complex acquisition issues by utilizing industry best practices to address challenges. Manage and assign work for subordinates, identify opportunities for training and development, coach lower-level employees, manage performance, and address/resolve employee complaints and conflicts.

The GS-15 salary range starts at $147,945 per year. Locality pay will vary based on duty station. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as providing management and/or oversight for acquisitions related to professional services and human capital, offering advisory services to resolve acquisition challenges, and leading a staff of acquisition professionals.
