      This role reports to the MD Operational Resilience Risk Management and is accountable to lead the newly established Second Line of Defense oversight function for Operational Resilience, providing independent governance, challenge, and strategic integration across key risk domains (BCM, 3rd Party, Data, IT, Cyber, etc). The incumbent will be responsible for establishment and execution of a formal 2LOD oversight function for Operational Resilience, ensuring independent challenge and validation of First Line activities across the Bank as it pertains to Operational Resilience (eg. Operational Resilience Critical Business Products & Services inventory and related Impact Tolerance, PSPRA, Issues, Losses, KRI / KRMs, New Product evaluation, 3rd Party onboarding and ongoing oversight).  Additionally, reviewing and approving resilience frameworks and risk appetite statements, overseeing scenario testing and control validation, and driving cross-functional alignment with enterprise risk frameworks. This role plays a critical part in ensuring regulatory compliance across all jurisdictions and embedding resilience into the bank’s operational risk posture.

      Strategic Oversight & Governance:

      • Support MD / Lead the establishment and execution of a formal 2LOD oversight function for Operational Resilience, ensuring independent challenge and validation of First Line activities across the Bank as it pertains to Operational Resilience (eg. Operational Resilience Critical Business Products & Services inventory and related Impact Tolerance, PSPRA, Issues, Losses, KRI / KRMs, New Product evaluation, 3rd Party onboarding and ongoing oversight).

      • Provide expert review and approval of the Operational Resilience Framework and the Operational Non-Financial Risk Appetite Statement, ensuring alignment with OSFI E-21 and other regulatory guidelines.

      Cross-Domain Integration:

      • Drive integration of Operational Resilience oversight across interconnected risk domains (e.g., BCM, TPRM, IT, Data, Crisis Management), ensuring cohesive governance and risk management practices.

      • Collaborate with Enterprise Risk Management to embed resilience into broader risk frameworks, including Risk Identification, Appetite, and Scenario Testing

      Risk Assessment & Control Validation:

      • Provide Oversight / Credible Challenge for targeted process and control reviews (TPCRs) and Product/Service, Process Risk Assessments (PSPRAs) to identify resilience vulnerabilities and ensure control effectiveness.

      • Champion the development and monitoring of Key Risk Indicators or Key Risk Metrics specific to Operational Resilience.

      Regulatory Alignment & Reporting:

      • Ensure line of sight and/or adherence to all regulatory requirements as they pertain to Operational Resilience (eg. OSFI E-21, B-10, and B-13) guidelines wherever BMO operates through robust oversight, documentation, and traceability of resilience-related decisions and actions.

      • Lead the development of executive-level reporting and escalation protocols for resilience-related risks, issues, and events.

      Stakeholder Engagement & Advisory:

      • Act as a trusted advisor to senior leadership, providing strategic input on resilience initiatives and emerging risks.

      • Facilitate training and awareness programs to promote a resilience-focused culture across the organization.

      Continuous Improvement & Assurance:

      • Commission independent reviews of the Operational Resilience oversight function to ensure objectivity and effectiveness.

      • Promote continuous improvement in scenario testing sophistication and resilience maturity across the enterprise.​​

      Qualifications:

      • Typically 9+ years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.

      • Expert knowledge operational risk management practices.

      • Expert knowledge of the designated business / product portfolio.

      • Expert knowledge of regulatory requirements.

      • Expert knowledge of quantitative techniques and economic capital methodologies.

      • Expert knowledge & experience with risk policy frameworks; quality control / testing frameworks.

      • Seasoned expert with extensive industry knowledge.

      • Technical leader viewed as a thought leader for innovation.

      • Verbal & written communication skills - Expert.

      • Analytical and problem solving skills - Expert.

      Salary:

      $121,600.00 - $211,800.00

      The above represents BMO Financial Group’s pay range and type.

      Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
