Northrop Grumman is currently seeking a Director of International Trade Compliance – Level 1, to join our team in McLean VA; Dulles, VA; Redondo Beach, CA; Linthicum, MD; Chandler, AZ; or any other NG Space location.

The qualified applicant will lead Northrop Grumman Space Systems’ International Trade Compliance (ITC) Department, which provides support and guidance for international trade and logistics (export and import) to capture teams, program teams, supply chain and employees. The successful candidate will lead the sector’s International Trade Compliance team of export, import, compliance, customs and transportation leaders and professionals.   This team ensures the compliant movement of tangible hardware and intangible technical data, and the performance of defense services, in support of business requirements while achieving regulatory compliance with all customs, export, and import authorities, both domestic and foreign.

In this job, you will:

  • Serve as a key advisor to Space Sector on all International Trade Compliance-related matters.  
  • Partner with the corporate Global Trade Compliance team, serving as the sector’s representative.
  • Develop and manage comprehensive internal controls to ensure compliance with regulatory requirements and company policies in the conduct of international marketing, sales, supply chain, offsets and other business activities. 
  • Forge partnerships with appropriate government regulatory agencies, as needed. 
  • Establish, implement, and maintain operational processes for assuring trade compliance through gate reviews of technical data, defense services, foreign travel, foreign visitors, and export/import hardware shipments. 
  • Ensure the maintenance of applicable trade compliance records in accordance with regulatory requirements. 
  • Ensure tracking and monitoring of all matters of potential non-compliance. 
  • Establish metrics and review data integrity.
  • Partner with the Legal department in investigating and resolving compliance problems, questions, or concerns. 
  • Promote professional growth of the ITC workforce through training, development, and education opportunities.
  • Implement an effective compliance program to include audit/assessment programs to ensure implementation and effectiveness of internal controls. 
  • Maintain a control and monitoring system/process to identify, prevent, detect, correct and report potential escapes. 
  • Generate performance metrics for export and import processes, and reports metrics at all levels of the organization.
  • Other duties as assigned.

Basic Qualifications:

  • Bachelor’s degree with 10+ years of directly related trade compliance professional experience, including people management experience – OR – Master’s degree with 8+ years of directly related trade compliance professional experience, including people management experience.
  • Extensive experience as an Empowered Official.
  • Experience with export/import licensing and exemptions/exceptions for international procurement/supply chain activities.
  • Ability to travel 10%.
  • Strong written and verbal communication skills, including the ability to brief or present information to senior leadership.
  • Ability to analyze metrics and trends.
  • Experience collaborating with other functions, departments, and levels of the organization.
  • Ability to lead organizational changes in response to changing regulatory requirements or business needs.
  • Must have the ability to obtain and maintain a U.S. Government DoD Top-Secret security clearance.

Preferred Qualifications:

  • Experience leading an organization with a focus on growing profitable international business while ensuring compliance with US export/import laws and regulations.
  • Experience developing export/import licensing policies, procedures and work instructions.
  • Experience creating, modifying and implementing export/import licensing policies, procedures and work instructions.
  • Experience managing investigations involving potential export/import violations.
  • Understanding of tariffs and ability to engage with partner organizations to review tariff mitigation strategies.

Primary Level Salary Range: $160,200.00 - $278,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
