Salary Range: $169279 - $197200 Per Year

Job Summary: This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command. It is in the Expert Work Category Level at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-JFHQ DCDC.

Major Duties:

  • Director of Congressional Affairs, advises senior leadership on all matters pertaining to Congressional relations, legislative affairs, and political-military strategy impacting the Command’s mission, resources, authorities and strategic objectives.
  • Develops, implements, and evaluates comprehensive legislative strategies and programs for improving the Command's process for proposing, shaping, and strengthening legislative proposals.
  • Prepares timely, comprehensive, and insightful written reports and analyses of legislative proposals, bills, and laws of interest to the Command.
  • Monitors changes in Congressional requirements and priorities, coordinates with the Office of the Secretary of War-Policy, DoW Office of Legislative Counsel, and USCYBERCOM Legislative Liaison (USCC-LL) keeping guidance current and relevant.
  • Responsible for tracking, staffing, and completing Congressional reporting requirements for timely and accurate delivery to Congress, ensuring compliance with all applicable deadlines and regulations.

Qualifications: In order to qualify for this position, you must meet the requirements described below Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience in advising senior officials on matters pertaining to legislative affairs and political-military strategy impacting a large organization' mission in areas such as the cyber warfighting domain, cybersecurity policy, defense strategy, the legislative process, and the complex interplay between legislative entities (i.e. Department of War, Congress. and other government agencies) Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.
