Salary Range: $95,494 - $152,721 ANNUALLY  

Starting Pay: $95,494 - $124,107 ANNUALLY 

Hours: Full Time, 40 hours a week. (Must be available for some evening & weekend hours)

JOB SUMMARY

The Director of Community Impact contributes to the effective management of the Office of the City Council President by leading the strategy, operations, and performance of the Community Impact team. This role oversees the development and implementation of programs and initiatives designed to strengthen the City Council President’s engagement with Baltimore residents, neighborhoods, and institutions. The Director works closely with senior leadership to execute strategic priorities while independently managing programs, staff, and projects that support the Office of the Council President’s mission. The position leads community engagement initiatives, oversees constituent service operations, and coordinates complex multi-stakeholder projects that advance the Council President’s priorities. The Director regularly collaborates with City leadership, elected officials, community organizations, neighborhood leaders, and institutional partners to build strong relationships and ensure effective delivery of community-focused initiatives that improve outcomes for Baltimore residents.

ESSENTIAL FUNCTIONS 

• Develop and implement strategic goals, operational plans, and performance metrics for the Community Impact team aligned with the mission, vision, and priorities of the Office of the Council President.

• Lead and manage the Community Impact team to ensure high-quality constituent service and effective engagement with Baltimore residents, neighborhoods, and community institutions.

• Oversee and continuously improve a responsive, resident-centered constituent service operation that ensures timely resolution of community concerns.

• Design and implement a strategic program of community and neighborhood engagement to strengthen relationships between the Council President’s Office and Baltimore communities.

• Lead complex community initiatives and projects involving City agencies, community organizations, civic leaders, and institutional partners.

• Build and maintain strong relationships with neighborhood associations, community organizations, advocacy groups, and institutional stakeholders throughout Baltimore.

• Coordinate cross-agency efforts to address community issues and advance initiatives that support neighborhood priorities.

• Apply analytical and administrative methods to evaluate community engagement strategies, service delivery outcomes, and operational effectiveness.

• Review, evaluate, and integrate relevant City policies and operational protocols into the work of the Community Impact team.

• Prepare and present reports, briefings, and recommendations to senior leadership regarding community priorities, program performance, and operational improvements.

• Manage staff performance, professional development, and team culture to ensure effective collaboration and goal achievement.

• Identify and balance internal office priorities with external environmental factors including community needs, policy developments, and stakeholder expectations.

• Perform related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

Education:

A Bachelor’s degree in Business Administration, Public Administration, Management, or a related field from an accredited college or university.

Experience:

At least ten (10) years of progressively responsible experience in operations,

administration, policy, or management, including four (4) years of supervisory experience.

OR

Equivalency Notes: An equivalent combination of education and experience may be considered.

  • Public sector management practices and municipal government operations.

  • and public programs.

  • evaluation.

  • Ability to communicate effectively with elected officials, community members, and stakeholders through clear and persuasive written and verbal communication.
  • Ability to prepare and present reports, briefings, and recommendations clearly and concisely.
  • Ability to coordinate activities across multiple organizational units, City agencies, and partner organizations.
  • Ability to operate effectively in a fast-paced, mission-driven environment and consistently deliver on deadlines.
  • Ability to establish and maintain effective working relationships with City officials, agencies, community organizations, and business groups.

ADDITIONAL INFORMATION

BACKGROUND CHECK

 Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
