Job Summary: This position is in Lee's Summit, Missouri. The Director of the National Benefits Center (NBC) provides executive leadership over operations, administrative, and technical functions. NBS employs over 2,200 staff and contract employees in Overland Park, KS and Lee's Summit, MO, serving as the central preprocessing and distribution hub for immigration benefits request requiring field office interviews nationwide. The Director reports to the Associate Director, Field Operations Directorate.

Major Duties:

  • U.S. Citizenship and Immigration Services (USCIS) is an agency within the U.S. Department of Homeland Security (DHS). We lawfully administer immigration and naturalization adjudication functions and establish immigration services policies and priorities. The Field Operations Directorate was established to oversee and manage the day-to-day operations of the Western Region Office, Central Region Office, Northeast Region Office, Southeast Region Office, the National Benefits Center, the Immigrant Investor Program Office, 16 District Offices and 89 Field Offices located throughout the continental US, Alaska, Hawaii, Puerto Rico, Guam, Saipan and the U.S. Virgin Islands. Major Duties The Director ensures the National Benefits Center successfully meets goals and targets, and drives innovation through process and program improvement to create efficiencies and achieve outcomes. The Center Director plans, coordinates, and ensures consistent administration of immigration benefits programs in accordance with USCIS-wide requirements. He/she directs and oversees the preprocessing and nationwide distribution of applications and petitions for immigration and nationality benefits and privileges, and related functions including records operations, public information services, and testing and implementation of information technology and technical solutions. The Director ensures the NBC's locations have the necessary resources (personnel, facilities, equipment and budget) to accomplish the mission and adjusts these resources when workloads or priorities change. He/she leads, develops, analyzes, monitors and evaluates all NBC administrative activities (i.e., human resources, labor employee relations, training, technology, security, safety, and emergency management). The Director directs the development and implementation of policies, procedures, guidelines, and standards for the effective and efficient operation of all NBC functions. He/she ensures NBC's policies, programs, and operations are updated as necessary to align with new or updated policy, immigration benefit forms, regulation, executive action, guidance, leadership decision, technical requirements or other action that affects the mission activities of the NBC, Field Operations Directorate, USCIS or its stakeholders. The Director exercises delegated authority to take final action on matters of adjudication within the NBC's jurisdiction, and directs and oversees a staff of adjudicators within the NBC responsible for the adjudication of ancillary benefit applications and complex adjudication workloads with national and international impact, including special immigrant juveniles and domestically filed applications and petitions for intercountry adoption. The Director directs and oversees the NBC's national security and anti-fraud activities, including initiating and resolving background and national security checks and providing support to U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), Department of State (DOS), Federal Bureau of Investigations (FBI), and other federal and law enforcement agencies on matters of public safety and national security. The Director anticipates and responds to challenges and opportunities that have significant implications for the NBC's operations and functions. He/she is accountable for decisions relating to NBC operations and administration. The Director responds timely and effectively to setbacks and manages risks, including in situations with ambiguous or limited information. TQ 1: Demonstrated executive level leadership in overseeing operational programs that directly impact the national security or homeland security of the United States. This includes overseeing and ensuring the integrity, efficiency, and quality of program operations using a risk-based approach, and managing organizational and operational change across multiple, geographically dispersed offices. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
