Director, IT Operating Model and Enablement

This role is accountable for planning, leading, and executing enterprise level transformation across people, process, and systems, ensuring the IT organization is scalable, resilient, and fit for future AI enabled ways of working.

Job Description:

IT Transformation Strategy & Roadmap

  • Establish a concrete plan and roadmap to transform People – the team, including mindset, team structure, and skills, Process – improve efficiency and remove duplication, System – use modern tools to improve productivity and resilience, to support the AI first strategy

Change Management & Capability Uplift

  • Establish and execute change management plan to ensure teams have the right level of training, coaching, and opportunities to acquire new skills and capabilities required. Regular feedback and review forum to align progress and identify gaps in support, if any, to ensure a transparent and smooth transformation

Stakeholder Communication & Alignment

  • Develop and enforce a robust communication framework to ensure the transparency of the plan and progress of the transformation across Global, Regional, and local business stakeholders. Ensure expectations and directions are clear and aligned. Regular communication with all IT staff to ensure team members are engaged to drive the changes together.

Operational Stability & Risk Management

  • Maintain service stability during transformation by identifying, mitigating, and managing risks to business operations. Ensure transformation activities are sequenced to minimize disruption and protect critical services.

Financial Governance & Value Tracking

  • Derive, monitor, and track financial impact of the IT Transformation to the IT budget. Prioritize funding with other business initiatives, if needed, and ensure investment delivers measurable business value.

Job Requirements:

  • University degree in Information Technology or a related discipline
  • Over 10 years’ IT experience, including leadership of medium‑ to large‑scale transformation programs
  • Proven leadership of >100‑person, hybrid onshore (Hong Kong) and offshore teams
  • Strong IT financial management experience, including budgeting, funding models, and portfolio governance
  • Hands‑on experience in IT service management, including SLA governance and business impact measurement
  • Proven capability in establishing and leading Service Transition and Service Operations under ITIL
  • Experience defining application criticality based on business impact versus investment
  • Practical change management experience across people, process, and systems
  • Expertise in IT project and portfolio management, including transition from waterfall to agile delivery
  • Strong ITIL knowledge across incident, problem, transition, and operations management
  • Ability to translate technical and operational metrics into clear, business‑focused dashboards
  • Strong influencing, communication, coaching, conflict‑resolution, negotiation, and vendor‑management skills
  • Fluent in Cantonese and English
