Director, Health Plan Strategic Plan Governance & Performance Execution

Job Description

This position will lead a team that will establish strong governance and oversight across prioritized Health Plan priorities to support disciplined execution and results. Alongside MedEcon function amongst others, this team will drive accountability for ensuring insights are translated into clear, actionable plans aligned to our goals. It will ensure action plans are activated, progress is monitored and hold business owners accountable for delivering targeted financial and operational outcomes.

Responsible for leading the development, evaluation, management, and measurement of Health Plan performance—including driving cross functional accountability for outcomes, managing relevant processes/protocols to accurately track progress, milestones, and key performance indicators and communicate out in a timely manner.

What You Will Do

  • Work with Health Plan business units and planning teams, as well as Enterprise Shared Services partners, to ensure short and long-term strategic and operational plans, KPIs, and any dependencies (e.g., budgets/financials, resources) and risks are clearly identified and documented, and that progress against strategic and operational objectives can be clearly measured
  • Responsible for managing the performance of the Health Plan’s 3-5 year strategic plan across all segments
  • Act as the official governing body for the Health Plan, establishing enterprise-wide, cross-functional committees and forums responsible for monitoring performance and determining the impact of performance on the Health Plan's overall strategic plan
  • Oversee performance across all Health Plan metrics including performance of the segments, partnerships, JVs/strategic alliances, and all levers that impact Health Plan growth and retention.
  • Ensure alignment between the governance and management of Health Plan Strategy, Shared Services partners strategies, and Enterprise Strategy
  • Provide support and counsel to the Health Plan planning team to ensure the right performance measures are being included in sequencing and prioritization of work
  • Manage the evaluation and monitoring of the Health Plan KPIs, ensuring divisional and enterprise goals and initiatives are met on time, on target, and delivering the outcomes as designed
  • Lead the development, evaluation, management, and measurement of Health Plan performance reporting—including driving cross-functional accountability for outcomes, managing relevant processes/protocols to accurately track progress, milestones, and key performance indicators and communicate out in a timely manner
  • Lead, identify, track and report out to Health Plan and Enterprise Leadership on areas for increased efficiency, quality, and improved outcomes.
  • Work with the Health Plan and Shared Services partners to identify mitigation strategies to ensure outcomes are being delivered as designed.
  • Develop and, as necessary, deliver periodic reports and updates to Executive Leadership (e.g., Board of Trustees, executive management and the various Portfolio Investment Committees)
  • Develop effective performance management processes and protocols that support the achievement of the Health Plan’s overall
  • Facilitate and coordinate cross-functionally with accountable shared services partners to ensure clarity and focus on the key metrics and KPIs that will accelerate the growth of the Health Plan including but not limited to revenue and membership growth, and medical and operating expense reductions.

What You Bring

  • 10 years of experience with strategic planning, annual planning, and/or performance tracking.
  • If no degree, a minimum of 12 years of experience as listed above.
  • Prior experience leading people, programs or projects

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets,  licensure and certifications and other business and organizational needs. Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs. 

*Based on annual corporate goal achievement and individual performance.
