Job Purpose:

The role of Director, Governance and Controls, sits within HK Finance. The candidate will report regionally to the Executive Director Head of HK Finance and the Executive Director Head of Australia Finance.

As a Director for Governance and Control, Asia Pacific, you will be involved in various initiatives within Finance, including Program Tempo, to ensure there is an appropriate Governance structure and provide advisory services for process enhancements, control implementation, key risk identification, regulatory exposure among various others. You will ensure ongoing control effectiveness though creating test plans and perform review and testing to determine design and operating effectiveness of the control environment, including Regulatory governance.  This role covers APAC Finance and be the SOMO (SOX Officer/Maintenance Officer”) of Europe.

RESPONSIBILITIES:

  • To be Finance governance lead for APAC, ensuring Finance’s oversight function ‘s role to ensure controls are properly documented, monitored and tested in line with Program Tempo requirements.
    • Ensure documentation is kept up to date
    • Ensure effective planning process is in place to manage quarterly reporting/ testing requirements and ongoing maintenance of program Tempo process/ database
  • Control Activities: Review and/or test controls for design and operating effectiveness, identify any control deficiencies and monitor timely implementation of remediation plans.
    • Set up process for reviewing and testing controls on a regular basis
    • Set up process for reviewing and validating process documentation controls on a regular basis, including undertaking walkthrough tests.
    • Ensure timely and accurate completion of program tempo documentation, testing and sign off as required for the quarterly work package submission. 
  • Operational Risk Management: Monitor the completion of incident reports, Risk and controls self-assessments and change initiative risk assessments.
    • Ensure that CIBC AU, HK, JP and SG documents and assesses the effectiveness of its RCM controls
  • Relationship Management: Primary relationship manager with key stakeholders across the APAC including: Internal Audit, Risk Management, Compliance, external auditors and the Business etc.
  • Team Support - Maintain a collaborative work environment and support team members to resolve organizational, operational, and process problems.
  • Act as regional SOX Officer and accountable for ensuring SOX testing, documentation and reporting requirements are met. Participate in projects and initiatives as they arise, as directed by the ED, Head of HK Finance and the ED, Head of AU Finance and the ED, Head of External Reporting.
  • Regulatory Compliance Monitoring (RCM) Activities
    • Completing the Oversight Function (OF) Effectiveness templates and Independent Monitoring template by collaborating with key stakeholders in Europe and APAC and incorporating any feedback and comments regarding the same from the RCM Programme Management (PM) team.
    • Attending OF Council Meetings and presenting Finance requirements as needed.
    • Coordinate responses to the Compliance and Global Regulatory Affairs report.
    • Creating, monitoring and annually refreshing Finance Regulatory Group Topics (RGTs) as required.
    • Evaluating the issue management process, the materiality of identified deficiencies to ensure appropriate remediation actions
    • Evaluating the effectiveness and adequacy of RCM controls and processes to address regulatory changes
    • Liaising with Business, Internal Audit (IA) and Compliance on any queries relating to OF Effectiveness templates, RGTs and any other matters pertaining to RCM.

REQUIRED KNOWLEDGE / SKILLS / ATTRIBUTES:

  • Knowledge of banking products and associated risks and controls
  • Good written and verbal communication skills
  • Preferred background: ACA qualified or CPA equivalent and with at least 3years PQE experience of working within Investment Banking and / or Big 4 experience. Self-motivated, eager to learn and able to work both independently and within a team.
  • Strong written skills with the ability to enhance existing documents and procedures.
  • Strong working knowledge of Microsoft Excel and Word. General ledger and source system understanding would also be beneficial.
