Major Duties:

  • Directs the operation of the Installation Management Command (IMCOM) Headquarters (HQ) Directorate of Family and Morale, Welfare and Recreation (DFMWR) Financial Management Division through subordinate offices and/or divisions. Serves as financial advisor to the Command Group. Performs all financial management proponency functions as they relate to regulations and other guidance within the scope of the authority of the organization for appropriated and nonappropriated fund management financial matters internal to DFMWR and throughout the Army Family and MWR programs. Is the assistant fund manager for multiple HQDA nonappropriated funds with Army-wide functions as determined by the Director (i.e. the Army Morale, Welfare and Recreation Fund, Army Medical Life Fund, Armed Central Insurance Fund, Amy Banking and Investment Fund, NAF Construction Fund, etc.). Has the complete authority to perform all fund management functions. Responsible for the efficient utilization and control of MWR program funds to which entrusted. Formulates, directs, and coordinates the Army MWR financial management program, financial systems software integration, APF/NAF POM and budget financial plans, policies, internal control programs, and performs liaison/coordinates with the Defense Finance and Accounting Service, ASA (FM&C), and ASA (M&RA). Evaluates, reports upon, and analyzes MWR programs and the Army in relation to projected standards, plans, and/or goals.Is responsible for execution and oversight of enterprise banking, investment, financial management and enterprise support information systems and reporting tools. The role involves collecting, analyzing, and presenting both financial and non financial data to support informed decision making across the organization. It includes developing and managing financial systems and policies that comply with all relevant laws and regulations, as well as overseeing the accuracy of income statements and the integrity of financial accounting, monitoring, and reporting systems. A key responsibility is leading the annual budget process, validating submissions, and preparing business reports and forecasts that guide strategic planning. In addition, the incumbent will be responsible for conducting cost reduction reviews, managing financial risk, and staying current with changes in financial regulations and legislation. The position liaises closely with auditors to ensure proper annual monitoring and produces reports and recommendations following internal or public sector audits. It also provides expert advice on financial matters affecting the enterprise and ensures full compliance with all legal and regulatory requirements related to financial management. Performs the full range of supervisory functions. Exercises personnel management responsibilities including supervisory / managerial personnel selection, promotions, approving performance-based awards and bonuses, disciplinary actions, job changes, details, etc.

MINIMUM QUALIFICATIONS: Extensive knowledge and work experience at ascending levels of responsibility in the fields of business, financial management, and/or accounting. A strong understanding of GAAP (Generally Accepted Accounting Principles) and experience preparing accurate financial statements and ensuring compliance. Demonstrated ability to create, analyze, and interpret financial statements and experience with identifying financial health and discrepancies. Proficiency in auditing which includes examining financial records, testing internal controls, and verifying financial accuracy. Knowledge of creating and managing budgets, forecasting future financial performance, and calculating interest. Excellent analytical, communication, and leadership skills. At least one year of supervisory experience. Degree in accounting and/or a Certified Public Accountant certification (CPA). Narrative 2: Demonstrated experience applying commercial budgeting techniques, interpreting balance sheets, and analyzing profit and loss statements. Narrative 3: Experience redesigning financial processes to leverage new systems for improved efficiency and enhancement of internal controls. Narrative 4: Demonstrated experience fostering a culture of high ethics, transparency and accountability while mentoring and motivating teams through periods of change.
