Job Description Summary
The Director, Enablement and Fair Market Value will be responsible for driving modernization & automation initiatives within the Controls & Transparency team while overseeing the Fair Market Value (FMV) program for professional services. The role leads a team focused on enabling ERC through streamlined processes and systems while mitigating risk.

Key Responsibilities:
Design and implement scalable automation solutions that align with regulatory requirements and business objectives
Use analytics to identify trends, gaps, and areas for improvement in compliance and functional performance within the Controls and Transparency domain
Stay current with emerging technologies (e.g., AI) that can enhance compliance automation.
Continuously refine automation strategies based on feedback, audits, and regulatory changes.
Develop the NPC HCP Fair Market Value rate card and methodology utilizing industry standards validated by external sources (utilized across functions and entities)
Establishes procedures to ensure consistent valuation of speakers and consultants based upon agreed and 3rd party vetted criteria (leveling)
Ensures compliance with internal dollar and volume caps for consultants and speakers across all entities
Directs our 3rd party vendor on system related controls and answers their questions related to fair market value calculator, external presenter contracting and external presenter and consultant valuation
Works directly with legal to develop external presenter and professional service contracts, ensure compliance to internal and external guidance/laws
Accountable to ensure compliance and to assist both internal and external audits of relevant areas under responsibilities
Identify enablement opportunities across Controls and Transparency team and the broader ERC function
Evaluate current systems that support the execution of such controls activities, document necessary changes for future state and partner with system owners to make necessary system changes
Develop guidance, WPDs and other process documents, communication and training that supports changes impacted by enablement projects
Essential Requirements
7+ years of experience in pharmaceutical/biotech industry
5+ years of relevant experience preferably in compliance operations and or compliance advising
Understanding of healthcare compliance risks and demonstrated ability to translate that knowledge into actionable steps.
Thorough understanding of Anti-Kickback laws and regulations.
Experience in managing projects and teams, building relationships with senior stakeholders, managing third party vendors.

The salary for this position is expected to range between $176,400 and $327,600 per year. The final salary offered is determined based on factors like, but not limited to, relevant skills and experience, and upon joining Novartis will be reviewed periodically. Novartis may change the published salary range based on company and market factors. Your compensation will include a performance-based cash incentive and, depending on the level of the role, eligibility to be considered for annual equity awards.
