Job Summary:

Leads compliance and audit governance by directing federally funded procurement controls, enforcing adherence to federal and state regulations, overseeing audit readiness and corrective actions, and ensuring accurate reporting and documentation for funding reimbursement to safeguard organizational integrity and transparency.

Job Description:

  • Leads a specialized team to ensure end to end compliance across the procurement lifecycle while overseeing federally funded procurement governance, maintaining strong controls, audit readiness, accurate reimbursement documentation, and organizational preparedness aligned with corporate policies.

  • Drives organizational capability by leading the design and delivery of comprehensive training programs on procurement controls and compliance, integrating onboarding and clear communication of policies, procedures, and tools to ensure consistent understanding and adoption across employees, contractors, and stakeholders.

  • Drives the development and implementation of procurement controls and compliance strategies to ensure alignment with organizational objectives and strengthen governance across all procurement activities.

  • Establishes and leads governance frameworks by developing and maintaining procedures, policies, and the Procurement Manual; embeding quality and compliance standards and fosters cross-functional collaboration to drive innovation, operational excellence, and a high-performance culture by mentoring leaders and enhancing organizational effectiveness.

  • Leads division-wide budget planning, forecasting, and high-level resource allocation to align financial resources with long-term business goals, while ensuring operational and financial efficiency.

  • Establishes performance frameworks and integrates KPIs into business planning to measure success.

  • Champions and models enterprise-wide adherence to governance, compliance, and ethical standards to uphold organizational integrity and regulatory alignment.

  • Leads and supports organizational strategies for the restoration of critical services and emergency preparedness to ensure business continuity and community trust.

  • Embraces and leads additional strategic responsibilities as needed to advance enterprise objectives and organizational resilience.

Additional Job Description:

Education

  • Bachelor Degree in Business Administration or related field from an accredited university.

Experience

  • 10 years' experience in compliance, procurement controls, or governance functions, with responsibilities of planning, budgeting, and at least 5 years' of progressive experience in leadership or management roles overseeing multiple departments and/or functional areas.

  • Experience in budget planning, development and effective administration.

Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role:

  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 8 years of experience performing related functions and at least 4 years of progressive experience in a leadership or management roles overseeing multiple departments and/or functional areas.

  • Doctor’s degree in a relevant field may substitute when accompanied by a minimum of 4 years of experience performing related functions and with progressive experience in leadership or management roles overseeing multiple departments and/or functional areas.

Competencies (Skills)

  • Knowledge of federal, state, and local laws, regulations, and court decisions applicable to assigned areas of responsibility.

  • Expertise in federally funded procurement (2 CFR 200, FEMA PAPPG, DOE requirements).

  • Strong analytical, problem-solving, and decision-making capabilities.

  • Ability to lead multidisciplinary teams and manage complex stakeholder relationships.

  • Strong verbal and written communication skills in both English and Spanish.
